The United States opposes the NGO Act and believes civil society groups should be allowed to raise money around the world, a State Department spokesman said Wednesday during a daily briefing to reporters. "The United States believes that organizations are critical to democracy and should be allowed to operate around the world without interference," he said. The private member's bill to restrict foreign government donations to NGOs will be put to a vote in the Ministerial Committee on Legislation on Sunday.
According to the bill, initiated by Likud MK Ariel Kellner, an NGO that receives a donation from a foreign government will not be recognized as a public institution or as a non-profit institution. In addition, such an association, according to the bill, will be subject to a tax of 65% on its income, and donors to it will not be entitled to a tax credit.

According to the bill's explanatory notes, the purpose of the bill is to "reduce the involvement of foreign political entities in Israeli democracy."
The non-profit organizations or institutions involved in their activities include intervention in legal and political issues in Israel, or in government policy.
