Tel Aviv University President Prof. Ariel Porat made it clear Thursday that he will not enforce the bill to permanently expel students waving the Palestinian flag, which is scheduled to be discussed this coming Sunday by the Ministerial Committee on Legislation. He said he would "not accept" the proposal to expel students who expressed support for acts of terrorism or a terrorist organization.

"The Palestinian Authority is neither an enemy state nor a terrorist organization," Prof. Porat wrote to the faculty members. "Banning the flying of the PA flag would be unconstitutional. Tel Aviv University will not see itself obligated to act according to it." He called on government ministers and the attorney general to "prevent this fascist bill from becoming law. I am confident that our education minister will do everything in his power to protect the academic institutions in the State of Israel."
According to the bill proposed by Knesset Member Limor Sun Har Melech of Otzma Yehudit, it is proposed that the flag of an enemy state, a terrorist organization or the Palestinian Authority may not be flown on the territory of an institution of higher education. According to the bill, violating the law will lead to the suspension of the student for at least one month.

If the same student breaks the law again, he will be permanently expelled from studies at the institution and his eligibility for recognition of the degree will be revoked. In addition, the bill seeks to determine that an institution of higher education will lead to the closure of a student cell that acted illegally.
