The municipality of Irschenberg is still debt-free, but that will change soon. As the medium-term financial planning shows, the municipality does not only want to invest around seven million euros in the new sewage treatment plant.

Irschenberg – There are also plans to connect the hamlet of Lanzing to the municipal water supply. And it also costs a lot.

In total, the 2023 budget amounts to 15.8 million euros. The administrative budget is 9.2 million euros, the capital budget is 6.5 million. Particularly pleasing: The municipality creates a contribution to the asset budget of over 298,000 euros.

The reason for this is the good economic situation. Unscheduled trade tax arrears and no severe corona losses mean an increase of 1.15 million euros. Already during the year, an amount of one million euros was added to the general reserves. In addition, some projects, such as the relocation of the war memorial and the completion of the broadband expansion, had to be postponed until 2023.

Stable revenue situation

The municipality continues to expect stable figures. The trade tax is planned at 2023.3 million euros in 3. The income from income and VAT participation is estimated at around three million euros. A loan of 741,300 euros will be taken out for the planning of the new construction of the sewage treatment plant and for the implementation of construction projects for the purchase of land. From 2024, the sewage treatment plant will be financed with loans.

Confusion over figures on the sewage treatment plant

While Mayor Klaus Meixner (CSU) classified the budget as successful ("We are doing well"), Florian Kirchberger (FDP/Active Citizens) criticized the medium-term financial planning. For example, with regard to the costs of the sewage treatment plant, he pointed out that the municipal council had not yet decided on a distribution among the citizens. However, the bill indicated a split of the levy of 50:50 into supplementary contribution and fees – with 3.9 million euros to be financed by supplementary contributions. Building authority employee Michael Fellner explained this by saying that the budget needs a basis for calculation – the key is not fixed. Meixner added to our newspaper that the 3.9 million were incorrectly stated – 3.5 million were rather correct, which corresponds to the fixed cost cap of seven million euros.

There is a threat of an increase in the price of water

Kirchberger, who supported the 2023 budget – the budget was passed unanimously – questioned the planned connection of the hamlet of Lanzing to the municipality's water network: this was not a mandatory task in the outdoor area. Due to the increase in the price of water, current and future connections would have to be informed quickly for a reasonable financing solution. As Meixner told our newspaper when asked, the district office is calling for the 1.5 million euro connection in Lanzing because of construction projects, because the well is not sufficient in terms of quality and quantity. The tender is to be put out to tender in autumn – if finances permit.
