Citizens' Assembly: Focus on district heating

Speech marathon at the citizens' meeting: Holzkirchen's mayor spoke for more than three hours on Thursday evening and answered 20 questions. At the centre of interest: the expansion of the district heating network.

Holzkirchen – Mayor Christoph Schmid (CSU) clears his throat, pours ginger tea from his thermos flask – there is no catering on this evening in the Oberbräu ballroom due to a shortage of skilled workers in the catering industry – and starts again. Municipal construction projects, energy and environmental issues, local development, sports and leisure. He doesn't take a five-minute break after his one-and-a-half-hour presentation before devoting himself to motions and questions – otherwise the meeting would probably have dragged on until midnight. District heating

The majority of the enquiries relate to the expansion of the district heating network. Numerous citizens are seeking connection. That's why Schmid presents an expansion plan that shows exactly where there will be lines in 2027, provided the financial situation allows it. However, the focus is not so much on expanding the grid, but on "geothermizing" the existing one: By 2027, the existing grid is to be supplied predominantly with geothermal energy. Currently, for example, no geothermal energy flows into the district heating network in the area of the gas-powered heat island II (hospital) because there is no connection. According to Schmid, the geothermal share in the area of Heating Plant I (Batusa) was only 2022 percent by the end of 21 because the connection was not completed until October. "Extrapolated to 2023, it will then be 80 percent," explains Schmid. In the area of Heating Centre III (Rosenheimer Straße), geothermal energy accounts for 78 percent of district heating. The rest is produced conventionally. First of all, according to Schmid, the three heating islands would have to be connected and upgraded. "Under the current conditions, an economically justifiable development with district heating is by no means possible in all streets of the planning area," Schmid clarifies.

Even if the expansion plan shows that many citizens will not be able to connect in the foreseeable future: "We can now answer your inquiries in a targeted manner."

The project group "geMaitzam Wohnen", which wanted to create affordable housing on the Maitz but did not pursue it further due to financing difficulties (we reported), has joined forces with an existing housing cooperative. This is now driving the project forward. Schmid does not yet want to say which housing cooperative it is. He is confident that it will succeed in realizing it despite poor conditions. "In contrast to the project group, it has many years of experience in the implementation of such projects." At the beginning of 2024, the cooperative plans to present its design, which, according to Schmid, does not differ significantly from that of the project group. Although it is likely to be more cost-effective: "The housing cooperative knows that not every wish can be taken into account if you want to live cheaply."

Caritas-Hort

Renovation and extension of the Caritas crèche at Frühlingstraße 6 are postponed. "Unfortunately, we are currently forced to be more selective when it comes to the budget," says Schmid. At the end of 2022, the municipal council had decided to add a storey to the building as part of a renovation to create service housing.

Ped/bicycle underpass

The new pedestrian and cycle path under the Holzkirchen-Rosenheim railway line must be reopened in the north in order to lay district heating pipes. "Due to a lack of materials and financial resources, the construction work could not be coordinated as we would have liked."

Miesbacher Straße

The Rosenheim State Building Authority is not improving road safety for cyclists and pedestrians on Miesbacher Straße between the Aral petrol station and Frühlingstraße. "At the beginning of 2023, the building authority informed us that they currently had no planning resources for this and that we would have to take care of it ourselves," says Schmid. Originally, the building authority had wanted to make this section safer as part of a renovation. The municipality now wants to improve road safety itself in the course of upcoming underground work on Miesbacher Straße. However, there will be no pictograms. The width of the road is not sufficient for this.

Housing Tölzer Straße

A new traffic report is being prepared for the construction project "Living between Tölzer Straße and Baumgartenstraße". The old one dates back to 2019, so it was created before the referendum on bypasses. As reported, residents fear a traffic collapse if around 200 apartments and more than 300 underground parking spaces are built there as planned.
