Due to high investment sums: Municipality of Schwabsoien has to take out a loan

For the first time in years, Schwabsoien has to incur new debts. Investments in the new development area "Kirschbichel" as well as the planned new kindergarten building require a high level of borrowing.

Schwabsoien – For a long time, Schwabsoien avoided taking on new debts. They managed cautiously and went to the reserves to repay money and make investments.

In the current financial year, this motto is being abandoned: "We need high borrowing and high withdrawal of reserves," said VG treasurer Andrea Sepp, who presented the budget plan for 2023 to the municipal council at the most recent meeting.

Above all, the new development area "Kirschbichel" and the new construction of the kindergarten, which is due in the coming years, will cost dearly. A total of almost 3.4 million euros is planned.

Schwabsoien: Municipality has to borrow 1.5 million euros for high investments

Schwabsoien plans to invest 160,000 euros in the construction of the kindergarten as early as this year. In 2025 and 2026, two million euros each are planned for this purpose. This year, the municipality is spending half a million euros on the acquisition of building land for residential construction, and a further 480,000 euros have been earmarked for road construction in the "Kirschbichel". For the construction of the sewage disposal in the new development area, Schwabsoien plans to spend 450,000 euros.

In order to be able to handle the planned investments, the municipality is taking out a loan of 1.5 million euros. This is the first time in years that debts have risen significantly: to over 1.6 million euros. The municipality's last debt peak was reached in 2014 with over 1.5 million euros, and since then the debt has fallen continuously.

From the whopping reserves of 2.4 million euros, the municipality will have to take a good 1.5 million euros this year. It can only supply 350 euros.

Revenue from tissue tax brings 600,000 euros to the municipality

After all, the prescribed minimum allocation from the administrative budget to the asset budget is easily achieved by Schwabsoien. This sum is expected to be 128,000 euros this year.

Important revenues are brought in by trade and income tax. The former is expected to flush 600,000 euros into the municipal coffers this year – around 124,000 euros more than the taxes of local companies brought in in 2022. Schwabsoien expects another million euros from the participation in income tax.

One of the largest expenses is the district levy, which all municipalities have to pay to the district. This year, 902,500 euros (54 percent) will be incurred in Schwabsoien, which is slightly lower than the sum of the previous year (979,000 euros).

The municipality also has to put a lot of money into the administration of the kindergarten. "A deficit of just under 270,000 euros is expected to be generated here," Sepp explained. A large sum, but one that cannot be avoided, as Michael Kögel commented.

Another top-of-the-line business is wastewater disposal – an item for which income and expenditure would have to be mathematically the same. In order to compensate for the deficit, a withdrawal of EUR 33 000 from the special reserve is necessary. Last year, Schwabsoien even had to contribute 90,000 euros to get to zero. "Because of the high electricity prices," Sepp explained. If there is another deficit, the municipality will probably have to increase the sewage charges. "But we won't see that until the end of the year."

In the end, the local councillors unanimously agreed to the figures, and there was no need for major discussion. The administrative budget for 2023 closes with three million euros, the asset budget grows to around 3.5 million euros - which is also due to borrowing.
