Since the beginning of the year, the topic of artificial intelligence has also reached the general public in Germany thanks to the text robot ChatGPT from the Californian start-up OpenAI. Whether it's holiday planning, text help or image creation, many citizens have already tried AI. But what happens when artificial intelligence is used in politics? In interaction with IPPEN. MEDIA explains to Timm Bopp, Managing Director of the Bernstein Group, how AI can help with voting decisions.

They want to use AI applications to get more people excited about politics again. What exactly is it all about?

No matter which elections we look at, a good proportion of citizens do not vote. Frustration, excessive demands, lack of language skills, lack of interest – there are many reasons for not casting a vote. We therefore asked ourselves whether artificial intelligence could help us to better understand politics and inspire more people to participate in politics.

What conclusion did you come to?

AI applications such as Chat-GPT have made a lot of headlines in recent months. Since then, we have been hearing about new areas of application almost every day. This development does not stop at politics. As political consultants, it is part of our job that we deal intensively with the political decision-making process. Election manifestos, coalition agreements, draft laws, all this is daily reading for us. However, most voters have neither the time nor the leisure to delve so deeply into the matter. Wahl-O-GPT is now set to change that.

So an AI tells me who to vote for?

No, and hopefully that will never happen. Wahl-O-GPT helps with decision-making by reading the election manifestos of the parties for me and answering my very individual questions: Who wants more or less electric mobility on the roads? Or: Which civil rights should be further developed?

For which elections can Wahl-O-GPT be used?

We have activated Wahl-O-GPT for the first time for the state elections in Bremen. Under the name "Secim 2023 AI", it is currently possible to analyze the election programs of the Turkish presidential candidates. After all, there are currently about 1.5 million Turks eligible to vote in Germany. It is therefore a matter of course for us to also include the Turkish election programmes and have relied on the expertise of Bülend Ürük, whom we were able to win over for this special offer. For this year's state elections in Bavaria and Hesse, our Wahl-O-GPT will of course also be available.

How does Wahl-O-GPT work?

Election manifestos are not novels or magazines. Many people find it difficult to read them for good reasons. Who likes to read hundreds of pages of election manifestos from various parties? However, these programs are an important part of the coming government action and, to a certain extent, a look into the future. With Wahl-O-GPT, you can get your questions answered in a matter of seconds. The AI analyzes the programs and clearly summarizes the positions of the parties.

Many AI applications should be taken with a grain of salt, the answers are given very confidently, but there are often many errors in terms of content. Isn't the use of such technology dangerous, especially in such a sensitive area as the election manifestos?

AI is fallible, that's true. However, we have kept the susceptibility to errors as low as possible by giving the AI an explicit context. These are the official election manifestos valid for the upcoming election. This is the only thing the AI can access and only on this basis can it create the answers.

How much work goes into development?

The product was built in four weeks. The integration of the AI was done very quickly, although the fine-tuning of commands and parameters took a few more days. Most of the time was spent on user interface development and quality assurance.

Sounds like an application for political nerds. The Wahl-O-Mat is an established tool and probably better known to most people.

The Wahl-O-Mat is a great product. For many people, however, the ready-made theses are not sufficient for an informed decision or the use takes too long.
For example, if you want to know quickly how the parties intend to master the challenges of the climate crisis, what transport policy should look like in the next few years or how the parties stand by the Ukraine war, you will quickly find answers with Wahl-O-GPT. This can then be output in any common language or even in simple language. As a result, many more people are accessing politics through technology and data.

About the person

Timm Bopp, born in 1990, is Managing Director of the Bernstein Group, which was founded by Julia Spitze and Swen Rave. For more than 10 years, Bopp has been making companies, associations and NGOs heard in politics. The family man studied politics, economics and administrative sciences at the Universities of Mannheim, Copenhagen and Potsdam.
