At a meeting of coalition leaders held earlier on Sunday, the heads of Shas and Torah Judaism continued to oppose Otzma Yehudit's proposal to define Zionism as a guiding value for government policy, and as a result it was agreed that the text of the proposal would add things about the value and importance of Torah study. Prime Minister Benjamin Netanyahu instructed Cabinet Secretary Yossi Fuchs to formulate an agreed wording, and it will be brought to a vote in a telephone referendum with the consent of all the heads of the coalition parties.
Earlier in the cabinet meeting, Jerusalem and Jewish Tradition Minister Meir Frosh explained his party's opposition to the proposal and told those present at the meeting: "You want to instruct all government ministries to prioritize servants on every issue. I pray 3 times a day, 'And behold our eyes when you return to Zion with mercy.' I have never opposed a bill with benefits for servants, none of us oppose it. But a proposal that gives a free hand to every official in every government ministry and in every future government to act in accordance with this value? By the way, the Basic Law on the Nation-State does not say the word Zionism, you are inventing something new, it's dangerous. It was agreed in the coalition agreement that no such thing is done without consulting all the coalition parties."

Minister Moshe Arbel of Shas explained that this is "dealing with cosmetics and declarations instead of solving the problem from the root." According to him, "If you want to expand settlements, you have to promote agreed legislation and bring practical decisions instead of dealing with declarations."
