The text of the resolution reads: "To instruct government ministries and all branches of the government that the values of Zionism, as expressed in the Basic Law: Israel as the Nation-State of the Jewish People, will constitute guiding and decisive values in shaping the policy of public administration, domestic and foreign policy, legislation and actions of the government and all its units and institutions – both at the stage of shaping public policy and at the stage of assimilation and implementation of public policy, first and foremost in the areas of settlement and in granting benefits to those who served in the army and security forces or in civilian national service, Preferring combat service personnel. This, without derogating from the principles enshrined in the Basic Laws."
