Israeli President Isaac Herzog will take off on Tuesday for a visit to Azerbaijan, a Shiite Muslim country bordering Iran. The President and his wife Michal were invited to visit the capital Baku by President Ilham Aliyev. The purpose of the visit is to strengthen the strategic ties between the two countries, and Herzog will participate in a special event marking "75 years of the State of Israel," where the national anthem "Hatikvah" will be played, and later meet members of the Jewish community.
The visit comes after relations between Azerbaijan and Iran have fallen into crisis in recent months, especially after a shooting incident earlier this year at the Azeri embassy in Baku. Two weeks ago, Azerbaijani authorities arrested nine civilians on suspicion of being connected to Iranian intelligence services and planning a coup and assassinations of senior officials. Last October, it became known that Iran had arrested ten agents who it said were working "for Israel" in West Azerbaijan. According to Iran, the detainees had direct video contacts with Mossad agents.

The president is expected to be greeted at Baku airport by 30 children from the city's Chabad school, who will wave Israeli and Azerbaijani flags. Later, he will also meet members of the Jewish community, and from there continue with his wife to a state reception at the presidential palace, after which the two presidents will hold a diplomatic meeting.
Later in the visit, the president and his wife will lay a wreath at the grave of Azerbaijan's third president, Heydar Aliyev, and at the Shahadilar monument, the Avenue of the Fallen to commemorate the victims of the war with the Armenians.
The visit will be accompanied by Health and Interior Minister Moshe Arbel. He will hold a working meeting with his Azeri counterpart, Dr. Timur Musayev, in which they will discuss deepening cooperation in the health worlds, with an emphasis on physician training, emergency preparedness and digital health. During the visit, the two will hold a signing ceremony for a cooperation agreement in the field of health between the two countries.

Last March, the Azeri ambassador to Israel, Mukhtar Mamedov, presented Herzog with a credentials confirming that his country would open a permanent embassy in Israel for the first time since the countries established relations in 1991. Azerbaijan is the first Shiite Muslim country to open an embassy in Israel.
In April, Foreign Minister Eli Cohen met with the President of Azerbaijan in Baku to discuss the security situation in the region, the fight against terrorism, and the expansion of cooperation between the countries. "I congratulated the president on his decision to establish an embassy in Israel, the first embassy of a Shiite Muslim country in Israel," Cohen said. "The opening of the embassy will further strengthen our security, political and economic alliance."
