But how do those affected get this "help"?
Care level 1: Insured persons must first submit an application
If you want to apply for care allowance, you have to meet certain criteria. And first of all, make an application. This is provided to the long-term care insurance fund. An informal letter is sufficient, explains the consumer advice center. A free sample letter is available on the website of the consumer advocates. Whether there is a degree of care (there are five in total) and, if so, which one, is decided by the medical service or an independent expert. A corresponding person is commissioned by the long-term care insurance fund. If the applicant is found to have care level 1, the person is entitled to money, subsidies and relief assistance.

Care level 1 refers to a slight impairment of independence. To achieve this degree, certain criteria must be met. To this end, the medical service examines the mobility, cognitive and communicative skills, mental state of those affected and their possibilities for self-care. In addition, there is an assessment of what help is needed in dealing with illness, therapies and treatments.
In addition, it is checked how independently the person can still plan his or her own daily routine, keep himself busy or maintain contacts. After that, the medical service determines an overall score and assigns a level of care. According to the online portal pflege.de, the reviewers must determine between 12.5 and 27 points in order for the applicant to be entitled to care level 1.

The applicant with care level 1 is entitled to these subsidies:
- 125 euros per month for care and relief services (according to the BMG "also for services of outpatient care services in the area of body-related self-care", such as support from a nursing service when showering or bathing)
- Up to 40 euros per month for care aids
- 25.50 euros per month for the home emergency call
- 214 euros per month as a residential group subsidy
- 4000 euros per total measure for the adaptation of the living space, for example for the installation of a barrier-free shower

Care level 1: No entitlement to care allowance by relatives or care benefits in kind by nursing service
There is no entitlement to care allowance by relatives, care benefits in kind by an outpatient care service or day, night or short-term care. Full inpatient care is also not included in care level 1. However, those in need of care are entitled to comprehensive individual care advice, "with which the specific situation of those affected can be addressed at an early stage," according to the BMG.
In addition, according to the BMG, those affected can call up a counselling assignment once every six months by a specially licensed nurse, for example from an outpatient care service, in their own homes. Family caregivers can also take part in a nursing course free of charge.
Care level 1: Care before collapse
However, the possibilities of subsidies and relief benefits cannot hide the fact that the topic of care has been in crisis for decades. This is often due to the poor working conditions of the nurses. Last but not least, those in need of care are also waiting for reforms. Experts recently warned of a collapse of care, especially in inpatient facilities.
