Tax fraud three weeks ago, social fraud today. Gabriel Attal split his plan in two. It is a media skill and a political ruse.
To distinguish two parts is to create the event twice. Tackling one day a fraud of EUR 30 billion, then another day a fraud estimated at EUR 8 billion, strikes more people's minds than a single announcement involving EUR 38 billion. The Minister of Public Accounts thus serves Emmanuel Macron at the same time as he serves his own interests. On 9th May he rejoiced that, for the first time with his measures on tax fraud, the pension reform was taking second place in the news. Today, the measures on social fraud partly hide the confusion over the PPL Liot, still on pensions. Showing that other "big" subjects can structure the debate is the wish of the head of state.
