The purpose of the visit to the Muslim country, which borders Iran, is to strengthen the strategic ties between the countries. This is against the backdrop of growing tensions between Baku and Tehran in recent months.

"I am now embarking on an important official state visit to Azerbaijan, hosted by Azerbaijani President Aliyev, the country's leader," Herzog, who is accompanied by his wife Michal, said before departure. "A friendly, close, important country, a key country, and we have a lot of issues in the framework of cooperation between the countries."

"We need to remember that beyond trade relations, and beyond historical ties, including the historic Jewish community, Azerbaijan is Iran's neighbor. Iran is an unstable element in the region that is constantly striving for actions against the State of Israel and against the developing alliance of peace and security in the region, and I will certainly discuss that."

Herzog added, "We will try to advance relations between the countries, as much as possible. Azerbaijan recently inaugurated an embassy in Israel. This is an important Shi'ite Muslim country, with which we would like to advance relations in every possible way."

Herzog also referred to talks at the president's residence about the legal revolution. "I would like to reiterate that broad understandings can certainly be reached.
