Launched last February, the information and evaluation mission (MIE) of security policies in Lyon could well give birth to a mouse. This is in any case what fear all the opposition groups of LREM to LR who criticized this Tuesday this mission on its form but also on the substance.

«

Our goal was above all to take stock of security in Lyon with the hope of improving things. It was not a forum for the opposition. But the ecologist majority did not take this CEM seriously. She saw it as an act of political coercion and felt attacked, "deplores Yann Cucherat of the group Pour Lyon in which sits the former mayor, Gérard Collomb.

Pierre Oliver, the LR mayor of the 2nd arrondissement of Lyon deplores a certain lightness on the choice of those interviewed: "The majority refused to hear the LR deputy of the Rhône Alexandre Vincendet, who was nevertheless co-rapporteur of a flash mission on the municipal police, on the pretext that his mission was too broad but chose to hear a Grenoble researcher against video surveillance who from the outset indicated that he knew little about the Lyon case. ». And David Kimelfeld, the former president of the metropolis of Lyon adds: "They also refused to hear the mayor of Villeurbanne or Montpellier who are nevertheless socialists. For them it is a report of self-satisfaction. They have the will that nothing moves, moreover the debates were padlocked as in the time of the USSR.

The State not heard

The lack of hearing of the prefecture and the prosecutor's office was also pointed out by the opposition for whom this empty chair "is the consequence of bad relations between the majority and the prefecture of Lyon". According to our information, the prefecture refused the invitation to respect its duty of reserve not wanting to enter the game of partisan polemics. She would also have had little taste of being summoned by elected municipal officials as if it were a parliamentary commission of inquiry. Last March, during the presentation of the municipal audit on video protection, the prefecture had insisted on its desire for a wider deployment of cameras in Lyon and on the possibility for the national police to have direct control over these cameras.

Delinquency down over the past year

On the substance, Béatrice de Montille (LR), who chaired this mission, regrets "that none of the proposals of the opposition" has been included in the report of the mission which will be presented on June 9 in the "security" committee. "For us this mission was a way of telling the Lyonnais that the city council takes the subject of security seriously byhavinga common purpose. Because security doesn't have to be a taboo word on the left. But if it stays there, we knowwhere itwill take us," adds former mayor Georges Képénékian (Progressives and Republicans group).

For its part, the ecologist majority, which will present this report to the municipal council on June 29, pointed the finger at "an opposition that has made no proposal" and which has "been very little present". "Their expression was also well taken into account in the report that they were able to amend. They have two pages whereas it was only one in the previous MIEs, "continues the executive. "Yes, we were especially able to amend it to correct the mistakes," says Pierre Oliver. However, for the city, the exercise proved useful: "What emerges from these hearings is that the city of Lyon faces the same problems as the big cities of Europe and conducts the same policies. With a state-of-the-art urban supervision center and a proactive policy to keep our municipal police officers."

In terms of delinquency figures, the Rhône prefecture and the city of Lyon welcomed last week a decrease in violence against people and violence in transport.
