A military source warned, "The Palestinians will not sit still when they see buildings on Homesh, and our assessment is that it will start with protests, violent riots and deteriorate into attacks." He noted, "At this stage, there will only be a company there, and as the protests intensify, they will consider reinforcing it with additional forces."
Defense Minister Yoav Galant last night illegally approved the relocation of the Homesh yeshiva to state land. The process of issuing evacuation orders for Homesh is currently underway, since despite the Defense Minister's approval to immigrate to the area, the process was carried out illegally and an orderly procedure is required to approve the operation.

The settlers moved the meeting on the night between Sunday and Monday, in what they called a "covert operation," following the repeal of the cleansing law in Samaria two months ago and despite strong international criticism of the possible return to the settlement that was evacuated in 2005. Galant approved the move, but military sources called it "a decision that embarrasses the IDF and is defined at this stage as illegal even though it is state land," because it bypassed the Coordinator of Government Activities in the Territories.
Moreover, the IDF fears that moving the Homesh settlement to a permanent location on state land will lead to the establishment of additional settlements in Judea and Samaria. According to a security source, the green light given by Defense Minister Yoav Galant for the activity could set a precedent. "The IDF and the Defense Ministry are in a legal crisis because it is clear to everyone that no orderly and legal procedure has been carried out here, and therefore evacuation orders will soon be issued," the source said. "Then the question is whether the political echelon will order the evacuation of the area."
