All projects at a glance: This is how the district of Ebersberg is building its cycle path network

District – The Bavarian government coalition has announced a cycle path offensive. By law, the CSU and Free Voters are planning at least 1500 kilometers of new bike paths, if necessary at the expense of narrower streets and the elimination of parking spaces. The district of Ebersberg, on the other hand, is already running its own cycle path offensive. And I would like to see some things go a little faster and less complicated. A certification from 2022 formulates its own claim: Since then, the entire district has been allowed to call itself a "bicycle-friendly municipality".

"The topic is very important to the district administrator and the political decisions on cycle paths are also very often unanimous," says Martin Riedl, honorary mayor of the municipality of Bavaria and full-time member of the Ebersberg district office responsible for advancing the construction of cycle paths in the district. "We implement everything that can be implemented," says Riedl. In doing so, he has to work through a list of currently 33 cycle path projects, of which only one will probably be built this year: the connection from Markt Schwaben towards Finsing in the district of Erding.

When all 33 bike paths are finished? "Then I can retire!" says Riedl, laughing. He still has 17 years to go. This will be sporty, although the project catalogue is actually called "Cycle Path Programme 2030". Riedl estimates that the number of cycle paths in the district would double or triple with the implementation of all projects. "We won't be able to implement everything, and not everything can be done at the same time," admits the district's cycle path commissioner. Two things eat up time: land acquisition and conservation concerns.

Different cycle paths, different priorities: when what will be built

The district has prioritized the projects differently (see table above). Riedl mentions three particularly urgent projects: 1. The cross-district connection from Oberpframmern to Putzbrunn, as it is a gap closure on a dangerous route where there have even been deaths in the past. 2. The route between Anzing and Schwaberwegen, which, as a motorway bypass, is loaded with a lot of motorised traffic and is "essentially important", not least for the residents of the districts in between. There, however, the start of construction is still open due to nature conservation-related delays. As part of the construction of the cycle path, it is planned to narrow the motor vehicle carriageway of the former B 12 from 8.60 to 7 metres. 3. The connection from Grafing station via Moosach to Glonn, where the right pace is known to be politically controversial in parts because of the "Alter Bahndamm" landscape conservation area. After all, the section Grafing-Bahnhof-Gewerbegebiet Taglaching should be implemented as a gap closure with the highest priority.

By the way, it was not Riedl who came up with the list of priorities. A "Cycling Round Table" with representatives of the district office and municipalities, but also the ADFC and other stakeholders advises the politicians in the district council. There is a cross-party working group in which mayors are also involved and which transports the issues to the district council and the responsible transport committee. According to Riedl, the urgency criteria for the construction of cycle paths include a high volume of motor vehicles on a road, a lack of alternatives such as expandable dirt roads and special danger spots for cyclists. On the other hand, the district does not have a statistical needs analysis for the projects – with one exception: the cycle expressway, four metres wide and in two-way traffic, which is to run from Munich via Kirchheim into the district and link Poing and Markt Schwaben with the state capital in terms of bicycle technology. He is not yet on Riedl's list, the planning is still in its infancy.

Nor is it part of the list: the "fast cycle path", which is to be built along the B-304 communities at the initiative of the Greens in Munich. Since it runs off the roads in the area of responsibility of the district office, according to Riedl, it is a matter for the municipality. The project has made it into the funding catalogue of the "Radoffensive Bayern" programme, which has only been launched once – according to the district office, it is the only one in the district.

It is crucial for the projects that funding flows. Between 500,000 and 700,000 euros costs a standard kilometer of cycle path, calculates the expert from the office. In the Bavarian cycle path funding programme, the district had only come up with one of three attempts. If the Söders and Aiwangers of this world are still to be believed in the heated state election campaign, then it will be easier in the future with planning and subsidies – and the cycle path programme 2030 may deliver what the name promises.
