Hirmerei without parking spaces: Karlsfeld municipal council is "appalled by this planning"

In its most recent meeting, the Karlsfeld municipal council once again dealt with the issue of hirmerei. The councillors sharply criticised the Munich project. Reason: Because there will be no parking spaces there, the Karlsfelder fear that the Hirmerei residents will now park in their community.

The Karlsfelder already dealt with the topic twice in 2021. A three- to six-storey complex with 233 residential units, a day-care centre, three courtyards and a café is to be built in this new quarter.

Bernd Willer from the Munich Planning Department and Robert Adam from the new Munich Mobility Department came to Karlsfeld to talk about the project. This is because the municipality of Karlsfeld can comment on the planning. In 2024, the citizens of Karlsfeld will also be allowed to have their say.

Sharp criticism of the parking space key

Mayor Stefan Kolbe doesn't think much of the project: "I'm simply horrified by this planning!" Above all, he is worried about the planned parking space statute. With a key of 0.62, the city of Munich is planning less than one parking space per residential unit. According to the two Munich planners, the goal is for future residents "not to buy a car. And if it does, then if possible only one". Instead, cargo bikes and car-sharing services are planned.

During Willer and Adam's remarks, a mixture of murmurs and laughter went through the courtroom. "You can't compare the city with the outback," Kolbe criticized. Planner Bernd Willer, on the other hand, said: "We are assuming the traffic turnaround, which means that not everyone buys a car." Kolbe, on the other hand, countered: "The reality is different!"

He expressed the assumption that many who live in the complex – where no underground car park is planned – and have a car will then park in Karlsfeld on Birkenstraße. This is also feared by traffic spokesman Bernd Wanka (CSU). "I've lived in Karlsfeld for over 50 years, so the parking space key is definitely not enough," says Wanka.

The S-Bahn line is "highly susceptible to failure," Wanka explained to the planners. Many were forced to switch to cars, according to the local council. The second mayor, Stefan Handl (CSU), made it clear: "I don't think much of re-education with a crowbar." Bernd Willer said that they wanted to "encourage people not to buy a second or third car." When asked by Wanka what would happen if the new residents did not fulfill the hopes of the planning authorities, he did not get a concrete answer. "We will defend ourselves," Wanka said.

Mayor Kolbe does not want to simply accept Munich's planning: "Your concept will burden us." The investor will save the costs for the underground car park, and Karlsfeld will be parked, Kolbe fears.

Only Green Party councillor Michael Fritsch sided with the people of Munich. "If you build roads, you will reap traffic." The car is no longer the means of transport of choice, one has to think about alternatives.

Criticism of childcare planning

The planners also had to accept criticism for their approach to schools and day-care centres. In the municipal council meeting, the two spoke of the fact that the city of Munich assumes that the new Karlsfeld Verbandsgrundschule will accommodate the Munich children from the planned complex on Eversbuschstraße. As a result, Mayor Stefan Kolbe and local councillor Ursula Weber (CSU), who is also the headmistress of the association's primary school, issued a clear refusal: "We already have no more capacity in the new school," Weber emphasized.

The planned daycare center, which will offer space for 20 crèche and 45 kindergarten children, was also considered insufficient by the Karlsfeld committee with 233 planned residential units. There, the architects present in the meeting room promised improvements.

New complex does not fit into the environment

Ursula Weber also criticized that the new complex would "not fit into the environment". Because there are only single-family and semi-detached houses. "My settlements have never blended in," countered planner Bernd Willer.

The municipal council decided to stick with the 2021 opinion against the project. The resolution mentioned that the municipal council is critical of the traffic situation around the planned construction project. The parking space key should be 1.5 per residential unit as required.

The municipality also demands that a roundabout including a bypass be installed at the Eversbuschstraße/Otto-Hahn-Straße junction. The building construction measures were to be coordinated with the timetable for the rehabilitation of the Allach Tunnel in order to prevent a "complete overload of the transport network in Karlsfeld".
