Budget passed: The municipality of Altenstadt is in a good position "in terms of money"

The municipality of Altenstadt is debt-free: This was announced by treasurer Andrea Sepp at the most recent meeting of the municipal council. Once again, the total budget of the municipality of 3325 inhabitants amounts to over ten million euros.

Altenstadt – Treasurer Andrea Sepp and Altenstadt's mayor Andreas Kögl now sat in Altenstadt's town hall with a satisfied expression. After all, there were only positive things to report when the budget was presented. "I can say in advance that the municipality of Altenstadt is in a very good position in terms of money, even if we have some investments," said the treasurer happily. There are also no plans to take out a loan.

Despite the pleasant announcement, the meeting started with a heated exchange of words: Konstantin Papamichail (SPD) wanted to know how to come up with the figures in the current investment program. "These are only assumptions so that we are capable of acting," Sepp and Kögl agreed.

The two are also the ones who set the items and amounts in advance. "I think it would be better if we discussed something like this before approving the budget," Papamikhail said angrily. When asked how other municipalities handle this, the treasurer replied that they often hold a closed meeting to discuss all the details in advance, which Papamichail would consider useful.

"But these are all ongoing items that we are constantly talking about and have already decided," wondered Kathrin Högg (UWV/FW). "That's not a wish list." The head of the town hall agreed with these words: "I don't see it as necessary for us to talk about it again." After all, he even had a list of priorities going around in advance.

"We're taking our time now," said CSU member Johann Deschler, trying to take the wind out of the sails of the discussion. "Of course, objections can be entered afterwards," Sepp added.

However, the councils did not have much to complain about in terms of figures. Only the once again high figures for the district levy caused Michael Wiedemann (UWV/FW) a headache. As a municipality with high financial strength, Altenstadt is being asked to pay heavily. "There's nothing we can do about it," the mayor said. The district would have to save anyway.

Tax rates will be discussed in the autumn

This year, the district levy was set at 2.18 million euros. By comparison, last year it was as much as 2.34 million euros. The levy to the Verwaltungsgemeinschaft is stated at 492,100 euros (2022: 484,996 euros).

Whether the dog tax could be increased, Councillor Högg occupied. Currently, a dog costs 35 euros, each additional 75 euros, and for each fighting dog, citizens have to pay 1000 euros in taxes. This objection was not entirely understood by her colleagues. There would probably be more important things to discuss. That is why it was agreed to discuss all tax rates for the coming year in the autumn.

Two major investments

A municipality that has money can also afford innovations: Treasurer Sepp highlighted two major investments: "For the planned new construction of the kindergarten, 2023,120 euros are planned in 000 for ancillary construction costs, i.e. practically for the actual planning costs." Construction costs will not be used until next year. "We don't even know how many groups we're building for," Kögl added.

Michael Haslach (CSU) frowned at 70,000 euros, which are set aside for the sports or playground of the elementary school: "Have we already talked about it?" he wanted to know. Playground equipment, fence and much more were then listed by the head of the town hall, Kögl. "We have put a 'financial Porsche' in here in order to be able to act," said the mayor.

The local newspapers in the district of Weilheim-Schongau are represented under "merkur_wm_sog" on Instagram.

As far as the Schwabniederhofen thoroughfare is concerned, the municipality of Altenstadt is planning a total of 450,000 euros for the pure road construction, of which 350,000 euros are construction costs and 100,000 euros are ancillary construction costs. In addition, there are costs for wastewater disposal of 400,000 euros and for water supply of 100,000 euros. "These two divisions are being rehabilitated at the same time, which makes sense when the trenches are already open," says Sepp.

Consumers had to pay more for their water last year. The reason for this is that reserves are prescribed by the municipal budget regulations for cost-accounting institutions. These are made up of fee surpluses, but the special reserve "water supply" was no longer worth mentioning at the beginning of 2022. "This year, however, we may generate a surplus here," Sepp said happily. The allocation to the capital budget for special reserves to compensate for fee fluctuations is estimated at 2023,48 euros in 650.

After so much input, the panel didn't have much to talk about. The councils unanimously gave the green light to the budget.
