The committee establishing the Israel National Guard will begin its work this Wednesday. In accordance with the government's decision, the Minister of National Security assigned the establishment of the committee to the Director General of the Ministry of National Security, Shlomo Ben-Eliyahu, who will serve as chairman of the committee for the establishment of the National Guard in Israel.
The committee will be composed of government and public representatives and will include, inter alia, representatives of the Prime Minister's Office, the National Security Council, the Israel Security Agency, the Ministry of Defense, the Ministry of Justice, the Ministry of Finance, the Israel Police and the IDF. In accordance with the government's decision, the committee must submit its recommendations to the Minister of National Security within 90 days of the establishment of the committee. The committee's recommendations will be submitted by the Minister of National Security for government approval.

National Security Minister MK Itamar Ben-Gvir: "In accordance with the government's decision, the Israel National Guard is intended to strengthen public safety, security and public order, inter alia, in various emergency scenarios, nationalist crime and the fight against terrorism. The Israel National Guard will serve as a skilled and trained dedicated force to handle, inter alia, various emergency scenarios, nationalist crime, the fight against terrorism, and to strengthen governance in areas where this is required within the framework of the functions currently held by the Israel Police in these areas."
In accordance with the government's decision, the committee's recommendations will relate to the manner of implementing the government's decision to establish the Israel National Guard, determining the designation of the functions of the National Guard, its powers, including the existing powers of the police officer, examining the possibility of transferring certain units from the Border Police to the responsibility of the National Guard, subordination of the National Guard to the various entities, while determining the necessary balancing mechanisms, the operational concept, the reciprocal relations with the IDF, arranging the authority of the Minister of National Security to issue reserve draft orders to National Guard personnel in emergency events that require it, Regulation of standardization and budgeting, transfer of personnel, ancillary personnel, budgets, means and any other subject that it sees fit, including recommendations regarding legislative amendments and amendments to government decisions, as required.
Within 90 days of receiving such government approval, legislative amendments and government decisions will be advanced, as required, in which the powers of the National Guard will be anchored, inter alia, in accordance with the recommendations of the committee approved by the government.
