The union social works will accumulate this year a deficit of more than $ 132,600 million, according to the projections prepared by the leadership of the CGT, which presses with a meeting with the Minister of Economy, Sergio Massa, as soon as he arrives in the country after the official visit to China to unlock an urgent financial aid from the Government to avoid a collapse of the system. "The situation is critical, the system is practically broken," they warned from the front line of the labor federation.
Union pressure accelerated in recent weeks due to the failure of the National Executive to make a commitment to transfer to its medical providers about $ 9,000 million per month to contain the bulky deficit they register due to the impact of the increase in disability expenses, which currently represent 75% of the income of the Redistribution Solidarity Fund (FSR) that finances the system.
In the cegetista dome they recalled that from the management of Massa, the Budget voted by Congress included an extraordinary item of $ 148,000 million destined to the Ministry of Health, headed by Carla Vizzotti, which was going to be used to finance the payment of educational and transportation services of disabled members of the medical providers of the unions.
In the unions they warn about the deficit accumulated by social works and the health system.
"The commitment was to transfer these extraordinary funds between $ 9000,10 and $ 000,<> million to the system per month, but so far we do not receive a single peso of those resources," they described from the central, where the questions to the ministry led by Vizzotti accumulate. "Health does nothing and washes its hands," accuse the unionists.
In the first five months of the year, the Government only distributed among the social works a total of $ 14,000 corresponding to delayed transfers of 2022, at the same time that a debt of $ 38,000 million was accumulated for lack of reimbursement of highly complex medical treatments paid by union entities, according to the report prepared by the Secretariat of Social Action of the CGT. headed by José Luis Lingeri, to which Clarín had access.
Waiting for a meeting with Massa
With that backdrop, the first line of the entity requested an urgent meeting with the Minister of Economy and hopes that the meeting will take place after Massa's arrival in the country after his official visit to China, where he traveled accompanied by the deputy and leader of La Cámpora, Máximo Kirchner, among other officials and legislators.
The unionists are betting that Massa's intervention will unblock the negotiations with Health and accelerate the distribution of part of the funds. According to them, today a part of the deficit is being covered with resources from the unions that are transferred to social works, but they warn that this situation is "unsustainable" in the medium term.

According to the calculations projected by the unions, the collection planned for this year for the FSR (which is nourished by a fixed percentage of contributions and contributions to social security) will reach $ 306,346 million.
With these resources, $ 109,203 million must be financed corresponding to the payment of automatic subsidies of the system (SANO, SUMA, SUMARTE and SUMA65), while disability expenses will consume another $ 234,155 million and reimbursements for SUR files about $ 95,598 million. With this level of expected expenditures, the system will accumulate losses of $ 132,610 million during the year. "Without the assistance committed, the system is practically broken," Lingeri told this newspaper.
The report in the hands of the Cegetista leadership warns about the same panorama. "The analysis from the point of view of resources demonstrates the current deficit scenario and a projection that maintains and increases that deficit," he says. And it bases the financial deterioration of the system on the increase in the cost of disability expenses.
In this regard, it describes that until 2016, when it was established that services for this item would be financed with FSR resources, expenses for transportation and education of the disabled represented 22% of the resources, but currently reach 75%.
"These resources cover benefits for 99,843 people with disabilities (out of a total of 14,244,066 beneficiaries of the system) with an average per capita expenditure of $ 131,052. That is to say that 0.7% of the beneficiaries of the system consume 75% of the funds, "said the survey of the labor federation.
