The Kremlin said on Monday that a speech purportedly given by President Vladimir Putin that was broadcast on radio stations in regions bordering Ukraine was fake and was broadcast following a hack. "All these messages were completely fake," Kremlin spokesman Dmitry Peskov said, quoted by official media.
According to independent Russian media, residents of the Rostov, Belgorod and Voronza regions bordering Ukraine were told in the "speech" that Kyiv's forces had crossed the border.
In addition, radio stations reported that martial law has been declared in the border regions and the beginning of a general mobilization across Russia for the war in Ukraine, and residents must evacuate deep into Russian territory.
Kyiv denies Moscow's claims that its forces are operating inside Russian territory. It claims that the recent infiltrations into its territory were carried out by Russian partisans opposed to Putin.
