EU Commission wants to massively increase tobacco tax: This is how expensive smoking will be

Berlin – The EU Commission wants to present a proposal for the reform of the tobacco tax by the end of the year. This was announced by the Commission at the end of April at a meeting of the EU Council's working group on taxation. Table.Media has obtained the wire report ("Diplomatic Correspondence"), with which the Permanent Mission in Brussels informs the Federal Ministry of Finance about the contents of the meeting. It states: In response to questions from Austria and France on "dossiers in the field of indirect taxation, KOMM held out the prospect of a proposal for a revision of the Tobacco Tax Directive for the end of the year".

At the end of last year, the Commission removed from the agenda the proposal for a revision of the tobacco tax, which was planned for 7 December. According to a draft that was available to Table.Media at the time, the minimum consumption tax per 1000 cigarettes in Germany should rise from 115 euros to 230 euros. In the case of cigars and cigarillos, an increase in the minimum excise duty to nine times the value was envisaged.

EU Health Commissioner examines measures against smoking

In addition to the tax reform, the Commission is planning new measures to reduce the dangers posed by nicotine. This is according to Health Commissioner Stella Kyriakides' answer to a written question from an MEP, obtained by Table.Media. A "rigorous enforcement of the EU tobacco control framework as well as its adaptation to new developments and market trends is planned".

The Commission also explicitly considers e-cigarettes and other substitutes for classic filter cigarettes: "E-cigarettes and other emerging products will be carefully considered in the light of scientific evidence on potential risks and their role in smoking cessation and entry." These measures are in the works as part of Europe's Beating Cancer Plan. The aim of the plan is to have the first tobacco-free generation in Europe by 2040, with less than five percent of citizens using tobacco. Sweden may succeed in doing so as early as 2023.
