Nahwärme Kreuth GmbH wanted to set up a heating plant with a pipe network at full steam. But it is still waiting for approval by the district office, which delays the timetable of the project: The start of construction is only possible after the end of the outdoor pool season
Kreuth – Markus Wrba, Kreuther FWG municipal councillor and managing director of Nahwärme Kreuth GmbH, was still under a lot of stress shortly before Christmas 2022. But on December 23, it seemed done. With the support of the Kreissparkasse Miesbach-Tegernsee, the lawyer had submitted the funding applications for an environmentally friendly local heating network, and he also submitted missing information on the project to the Miesbach district office by e-mail. The plan was to start construction of a wood chip heating plant in early spring. As reported, Nahwärme GmbH – the municipality is on board as a shareholder – wants to supply municipal buildings in the town centre with green heat via a pipeline network.
Contracts have been concluded, companies are ready
The kindergarten, school, after-school care centre and tourist information office as well as the Catholic rectory, as well as a residential building, are heated. "The contracts have all been concluded," reports Wrba. And unlike many other building applicants, you don't have to wait for craftsmen. After all, the company consists of Kreuther entrepreneurs: In addition to Wrba, master electrician Christian Bock, civil engineering specialist Leonhard Rohnbogner, structural engineer Joseph Rohnbogner and heating engineer Stefan Gerold are on board. With the exception of Gerold, all project partners are members of the Kreuther municipal council. The entrepreneurs had joined forces to tackle with their own hands, which was almost impossible for the municipal administration to do.
Angry e-mail to the district administrator
The hope was to hold the approval by the district office in hand in January. But this is still not available. "It's unspeakable," says Wrba. After all, it is a house that is just ten by ten meters in size. It should be located at the parking lot at the kindergarten. Every now and then, Wrba followed up with the district office. His e-mail from December was not even noticed there, he describes. Later, the processing did not proceed because it was not he himself who had signed, but another party involved. "This is absolutely unacceptable," rails Wrba, who vented his anger a few days ago in an e-mail to District Administrator Olaf von Löwis.
The heating plant is scheduled to be up and running next winter
Building the house is likely to take just under two months. It would have been important to start in early spring, because the parking lot at the Warmbad also has to be torn up. "We can't dig a hole there during the bathing season," says Wrba. But even a follow-up by Mayor Josef Bierschneider – who is currently on vacation – at the district office did not help.
Now the bathing season has begun. The start of construction work will have to wait until the hot bath closes again. "If every building applicant feels the same way as we do, it's unbearable," says Wrba.
According to the district office, approval will come in the next few days
In the district office, Wrba's complaint has certainly triggered investigations. However, according to district office spokeswoman Sophie Stadler, the situation is a little different there. In 2022, it took the cooperative from October to December to submit the requested documents, explains Stadler. In fact, after Christmas, the process remained until February 14, which was not to be. "But after that, things went back to normal," says Stadler. In the case of a signature, there was a need for clarification, but the resulting loss of time was not to be blamed on the authority. In any case, the building applicant does not have to wait long for the approval: "It will take place in the next few days."

The heating plant is scheduled to go into operation next winter. The funding – around 70,000 euros – has already been approved. The stress at the end of 2022 has paid off for Wrba in this respect: Wood is no longer subsidized as green energy, but this is controversial (we reported). In total, the company is investing around 500,000 euros in the local heating network.
Local heating network to be further expanded
"We want to roll it out even more broadly," explains Wrba. There are already numerous inquiries from private individuals who want to connect. The company building offers space for additional heating. But this is still a matter for the future: "Now we want to put the whole thing on track for the time being."
