More and more French people are driving without insurance

Drivers, especially younger drivers, are increasingly driving without insurance. The latest figures, which will be released this Wednesday by the Victims' Guarantee Fund (FGV), call for a necessary reaction on the part of the public authorities. After a decline during the health crisis, the trend is upwards. In 2022, the Fund compensated 8,443 victims and relatives of 157 deceased people, an increase of 2.1% compared to 2019, the reference year undisrupted by the epidemic.

On the occasion of the presentation of its annual report, the FGV sounds the alarm on the problem of young road users. One in two drivers caught in default of insurance is under 30 years old. Among them, 41% of those involved in an accident do not have a driver's license. Without complying with the obligation to take out insurance, they risk paying for it for the rest of their lives. The Fund, which is financed by levies on the contracts of the insured, certainly initially covers the full compensation of the damage, in the name of national solidarity. But then, he turns against the uninsured to obtain full reimbursement of the sums paid.

€107 million in compensation

These amounts can be colossal and easily reach several million euros when the victim has lifelong sequelae. -this is the case for 39% of them, stresses the Fund in its report. Thus, 15,000 drivers, all ages combined, are prosecuted by the Fund for amounts exceeding several hundred thousand euros. In total, last year, €107 million in compensation was paid to the victims.

Lack of resources is the main reason for non-insurance among those under 30. One in two offending drivers has no or low income. A situation that particularly plagues the student world: 30% of them have not been insured for 5 years. It is also through ignorance that young people do not respect this obligation.

For the FGV, the public authorities must look at the high cost of insurance for novice drivers, on average € 1,000 per year. An amount that may "prove incompatible with the limited resources of some young people". Making car insurance more accessible, making young drivers more aware of this imperative: these are the avenues proposed by this organization, which also suggests "a specific marking" appearing "on all vehicles subject to compulsory insurance."

Strengthening controls

Another proposal is to continue to strengthen the monitoring of compliance with the insurance obligation by the police with the register of insured vehicles (FVA). For the time being, the latter is only an aid to the control and the motorist is still required to present his insurance certificate. In 2021, 77,649 crimes for non-insurance were recorded by law enforcement and 687,908 tickets for not affixing the insurance certificate to the vehicle were issued. Without hiding its face, the FGV also notes that this non-insurance is part of a road crime course for some young people.
