At least 3,00 people have been evacuated from the flooded areas — both on the Russian-controlled side and the Ukrainian side — but that number does not appear to reflect the scale of the drama, as the area had 60,00 residents before the dam breached, and hundreds of thousands before the war broke out in February 2022.

President Putin blamed Ukraine for the act, calling it a "barbaric war crime" in the service of the West, even though the dam is under Russian control.

Tatyana (pseudonym), a resident of Kherson Oblast and living in the territories occupied by Russia. "The destruction of the dam has brought a lot of suffering and fear to the lives of all residents of Kherson Oblast. The residents of Kherson are brave people and owners who are able to get used to very difficult things. From the beginning of the war, we experienced overwhelm, fear and pain. But that's not what you can prepare for. The locals were well aware that such a disaster could be imminent. And that was our worst fear," Tatiana says.

"Today is the second day since the dam was blown up. The water came so fast and washed over the coastal area of the river, not far from where I live. I know the people of the Russian occupation. I'm sure they blew up the dam. I'm sure it's an order from Moscow," Tatiana accuses. Since yesterday, search and rescue services have been working on saving lives, on the Ukrainian side. Here there is almost no one to help. The citizens themselves are doing everything they can to help. Some of Kherson's suburbs are already completely underwater. Here access to a free media is denied to people, and the situation here is a hundred times worse. I hope that everything stays under control and that the situation doesn't get worse."

On the Russian-controlled side, authorities reported that at least 15,000 homes were flooded and 1,500 people were evacuated. Either way, the two sides appear to continue their mutual accusations of responsibility for the explosion that led to the flooding of the region.

Ukrainian President Volodymyr Zelensky said he was meeting with aid officials to bring about urgent water supplies and a long-term solution for communities that depended on the reservoir on the Dnipro for their two waters, as well as to assess property and environmental damage.
