Against the background of the difficulties in the talks on the legal revolution in the president's residence, pressure is mounting on the Likud ground to make a decision on unilaterally advancing Justice Minister Yariv Levin's original reform. Likud members of the Dror Forum petitioned the court this week to raise a resolution supporting the reform at the upcoming Likud Central Committee meeting, to be held on Sunday in Kfar Maccabiah. The forum last week gathered about 850 signatures from centrist members demanding a vote on the legal reform, but Likud Central Committee Chairman Haim Katz currently refuses to add the issue to the center's agenda, which is scheduled to convene next week to approve the party's preparations for the municipal elections.

The Dror Forum in the Likud is affiliated with MK Ariel Kellner, who is considered close to Levin, and with members of a Jewish leadership group formerly led by Moshe Feiglin. The forum demands that the Likud Central Committee convene to vote on a resolution along the lines of: "A. The Likud Center strengthens the hands of the Prime Minister and the Minister of Justice in their efforts to achieve broad agreement on the legal reform, without sacrificing the basic principle: the people have the right to choose their judges. b. If such an agreement is not reached, the Center calls on the Likud Party and all its representatives to lend their hand and determine on second and third readings the amendment of the Committee for the Appointment of Judges without fear."

Last week, members of the Dror Forum reached the required goal of convening the party's center with 850 signatures, including MKs Ariel Kelner, Amit Halevi, Tali Gottlieb, Dan Illouz and Moshe Pesal, heads of Likud councils and branches, and other Likud groups such as My Likud – headed by Samaria Council head Yossi Dagan and Bonded – an ideological group headed by Shevach Stern and Yehonatan Tal.

The forum submitted the signatures to the chairman of the Likud Central Committee, demanding that the issue be added to the agenda of the upcoming Central Committee meeting, which is scheduled to convene on Sunday, and after receiving no response, they submitted an urgent petition to the Likud court to order a discussion and vote on the decision "in order to prevent an outrageous waste of the movement's resources and the time of the center's members." If their request for the upcoming meeting of the center is not accepted, the Dror Forum asks the court to order the convening of the center for discussion by June 23 – 30 days after the gathering of the signatures required for the meeting of the center according to the Likud constitution.

Yaakov Vovnovoy, one of the leaders of the Dror Forum in the Likud who initiated the move, told Walla that "deliberately dragging the party's feet harms internal Likud democracy and causes an outrageous waste of the party's funds and resources. The voices of the members of the center must be heard now. The State of Israel is crying out for reform; small bureaucratic considerations must not clog the voice of Likud members in their party as well." It should be noted that even if a decision is made by the Center, it has no practical significance but only declarative.

The internal Likud pressure is in line with some of the voices of senior members of the coalition, including Levin and Constitution Committee Chairman Simcha Rotman, who want to advance their original reform even without agreeing with the opposition. The President's House is currently working on an outline that will enable the continuation of dialogue talks and the continuation of the freeze on the original legislation of the legal revolution, and are trying to reach agreements on issues such as reasonableness and the attorney general's advice, so that the coalition will agree to continue freezing the reform.

However, the talks at the president's residence are bogged down against the background of preparations in the political system for the Knesset elections for the Judicial Selection Committee. The coalition is demanding that the opposition agree on some of the issues before the elections, which will be held next Wednesday, and threatens that without agreement, two representatives on their behalf will be elected to the Judicial Selection Committee, instead of one representative for the coalition and one representative for the opposition, according to parliamentary practice and the opposition's demands. The opposition, on the other hand, refuses to commit to agreements before the committee elections are held.
