Haifa, headed by Einat Kalish Rotem, was ranked by the Ministry of the Interior in the penultimate 183rd place, with a score of 26.5 (out of 100) in the Human Capital Index of the Ministry of the Interior, only Hurfeish behind it. This means that you will not enter the process of delegating the authority of the Ministry of the Interior.
The mayor of Haifa responded to the reports: "I am surprised that Haifa is not after Hurfeish. Since the beginning of my term, I have made it my goal to shake up this problematic and disorderly place, called Haifa Municipality. At the outset, I estimated that repairing the neglect, which had lasted thirty years, would take ten years, of which only four had passed. I will continue these efforts in the next term, despite all the background noise."

As part of the model, which began in 2021, 30 local authorities entered the process after showing good performance in the field of human capital management and proper administration. This year, the number of authorities in the high index is 57, and it was decided that the authorities that received a medium rating (65) will also enter and receive regulatory relief. The ranking of the index was determined after examining a number of issues, inter alia regarding the status of human capital; salary deviations; approval of statutory positions; personnel standard; Filing a capital declaration and more.
