This is a summary of Ron Kobi's experiences over the past five years: He was a successful businessman who burst to the forefront in 2018 when he ran for mayor of Tiberias, while waging an aggressive campaign against his rivals. He promised to turn the Galilee city into Las Vegas, to act with all his might against local harassment, and pointed quite a few arrows at then-Interior Minister Aryeh Deri.
He became a national meteor when he won 45% of the vote, and became a household member on all talk shows due to his excess charisma and uninhibited mouth. But in Tiberias itself, not everyone liked his style, certainly not the local businessmen. Kobi's name has been linked to libel trials and various scandals. Council members refused to enter the coalition with him, and when the municipal budget did not pass, Minister Deri pushed for his removal.
Then, while waging a slew of urban wars, Kobi announced that he was running for the national elections for the 22nd Knesset with a new party called the "Secular Right" and announced that he would be the next interior minister. However, in the elections held on 17 September 2019, his party won 2,395 votes and did not pass the electoral threshold. On 13 January 2020, he was removed from his position as mayor and replaced by an appointed committee, headed by Boaz Yosef. And it's not over. Because now, five years after the opening shot, Kobi is running again for mayor of Tiberias. And in the background, Aryeh Deri is also still strong in the picture.

There was quite a bit of outrage over a bill submitted last month by Amit Halevy of the Likud, which passed a preliminary reading this week, according to which the provision prohibiting anyone who served as a member of an appointed committee or who heads a committee from running in elections to the local authority in which he served will be canceled. That is, to forgo the cooling off period. Many are convinced that the law is intended to prepare Boaz Yosef, a close associate of Deri, who currently heads the committee in charge of managing the city of Tiberias, for the upcoming race.
It was Likud MK Tali Gottlieb who wrote on party WhatsApp: "MK Amit Halevy submitted a bill that bizarrely received an exemption from the requirement of a discount for no logical reason, but for reasons for which silence is apparently nice. A dangerous bill that eliminates a cooling off period for an appointed committee chairman to run for mayor. This means, as I have already written to you, that the chairman of a reading committee, who serves in the Tiberias municipality, for example, will be able to run for election."
"Aryeh Deri wants Tiberias and terribly doesn't want Ron Kobi, and he's willing to do anything," explains Haim Haliwa, a veteran journalist and owner of the local newspaper North Star. "It's not clear why it's important for a Likud representative to promote a law that serves Deri and not Likud members. As a centrist member, I make a lot of noise about it on WhatsApp and social media."
This week, Kobi appeared before the Knesset committee and told MK Halevi, who was present in the room: "You walked around Tiberias and apparently didn't talk to Likudniks, because I'm here on their behalf too. 99% of Likud members in Tiberias dislike your bill to the point of loathing. I think there's another person in the room and his name is Aryeh Deri. Everyone knows that we are now in this discussion because Deri is afraid of Ron Koby."

MK Erez Malul of Shas, who was present in the room, burst out: "A law must be made so that those who fail to run a city cannot cope anymore." Kobi replied: "Maybe someone who sat in prison can't be a Knesset member?"
Halevy appeared agitated when he responded to the accusations against him. "I've been attacked with nonsense and outright lies for the past two weeks. Aryeh Deri never approached me on any subject, not even on this issue, nor did Shas people. I was on a tour of Tiberias and it was brought up by a representative of the Interior Ministry, the district administration, I don't know her. I also met the mayor there for the first time."
But Kobe is not convinced, and is ready for battle. He has focused most of his efforts on Boaz Yosef, who has already filed a complaint against him with the police for harassment.
Kobe, did you harass Joseph?
"Harassed? Voila, I need to bother him more," Kobi replied when we met last week on the Blue Beach on the shores of the Sea of Galilee. "Is it forbidden to protest against a public figure? Since when is an appointed committee chairman allowed to run for mayor? It's like in a car race you have a 30km track and you tell one of the drivers to leave only at the last kilometer. But we will beat him, Ras Ben Anno, that's the whole story."
Wait, there are other contenders for the role.
"Dude, the other contestants aren't in the game at all. These are personal choices, and in front of me stands one man named Aryeh Deri, himself. That's the finish line. All the choices are one euphemism. Deri wants to conquer the city."
Boaz Yosef, head of the committee that manages Tiberias, filed a complaint against Kobi for harassment. Kobe, did you harass Joseph? "Harassed? Voila, I need to bother him more. Is it forbidden to demonstrate against a public figure? Since when is an appointed committee chairman allowed to run for mayor? But we will beat him, Ras Ben Anno."
Maybe. But Deri is still one of the most powerful people in the country.
"I'm no less strong than him in Tiberias. And you tell me who to fight and who not to? I will fight him and his mastermind. In him, in his wife and in all the people below him, because I think he is the most dangerous person for the Zionist entity called the State of Israel. So much so."
Ninth generation in Tiberias
Kobi, 51, comes from one of the oldest families in Tiberias. His paternal grandfather was Makhlouf Kobi, a teacher, member of the religious council and the supreme authority in the city. "We are the ninth generation in Tiberias," he said, sipping his cup of tea on a particularly hot afternoon.
In the past, Kobi was a combat soldier in the paratroopers, where he continues to serve as a volunteer in the reserves. In Operation Protective Edge he participated in one of the most difficult combat incidents, in which three Magellan Unit fighters lost their lives. He is married to Shirley and has three children. He is a very successful businessman in the field of chemicals and energy. One of his friends said that if it weren't for political madness, he would already be a billionaire, but the obsession with Tiberias sweeps him away. And it is understandable: the city suffers from poverty, distress, problematic infrastructure and neglect that cries out "help." It sometimes seems that she is stuck deep in the 70s, so for her this election may be the last lifeline.
"My family has lived here since 1612, but my children left the city and it hurts me a lot," says Shmuel Ohana, a resident of the city. "The younger generation has nothing to do here. We had four restaurants, and we closed them all." Near the municipal market, we met Nissim Cashman, who lost his son, Staff Sgt. Ran Cashman, a paratrooper in Lebanon 26 years ago. "We are the eighth generation in Tiberias and all my children no longer live here," Nissim said. "I used to walk around the city and everything was open, today everything is closed. Although I come from a religious home, unfortunately religious extremism is suffocating the city. I don't go down to town for fun anymore, just buy a few little things, and go home."
"Only Ron Kobi will help, because he has eggs and he will move things," convinced city resident Yaakov Kadosh. "You need a unanimous opinion that doesn't do the math. Only someone as insane as him will succeed, and we will bring him the votes." Sasson Barda, sitting next to him, sighed: "God forbid, just not him. What this place needs is mostly sanity."
Kobi is very familiar with all the complaints that arose in conversations with the residents. "First of all, we need to give the residents back the smile, because they are off," he says. "You're talking big and besieged about bringing back and bringing, these are tormenting stories.
"We must do evacuation-reconstruction and urban renewal at the highest level, both because of the earthquakes and because of the way the city looks, but especially so that parents know that their children can go down to the city on Friday night and have a good time. That people will take a Saturday morning stroll on the promenade and have a cup of coffee. There is not a single coffee machine operating on the promenade on weekends. Does that make sense to you? Raz, come on for a second," Kobe shouts to the guy hanging out on the beach. "When you and the guys want to hang out on Saturday, where are you going?"
Raz immediately replies: "To the Jordan Valley, because there is nothing to do in Tiberias."
City resident Yaakov Kadosh: "Only Ron Kobi will help, because he has eggs and he will move things. You need unanimity that doesn't do the math. Only someone as insane as him will succeed, and we will bring him the votes." Sasson Barda, sitting next to him, sighs: "Just not Kobe. What this place needs is sanity."
Before you were elected in 2018, you promised to build Las Vegas here.
"Walla, listen, let me stand for a moment," Kobe rose from his chair, doubting his nerves, doubting a nervous pose. "First of all it's hot so let's turn on a fan, but I get up because you're talking nonsense."
How? After all, remember your promises.
"Who heard about Tiberias before the previous elections? Here, I have already fulfilled the great promise - I have raised the city's prestige. So you're interviewing to delete me, trying to make me smaller? Please, try and you won't succeed."
I'm just mentioning what you said.
"And after three months as mayor, there was a huge change here. The entire State of Israel came here in the winter. There was an abnormal pan. When they saw that we had brought the whole world here, they decided to destroy the change."
Maybe. But Tiberias remains the country's backyard.
"Because I'm not responsible for her. I can tell you that everything I said - I did. Can show you emails I've sent to cable and zipline water ski companies. We designed a landing pad for planes on the water, I'll show you drawings. If I were in charge, the city wouldn't look like this. During my time on weekends, there were an average of 30,<> visitors and the businesses profited. Were you on the promenade today? Sad, melancholic. To say I'm wrong because I didn't pass a budget? Don't be a journalist."

These are the facts: You failed to form a coalition, you did not pass a budget. You were eliminated.
"Your definitions are wrong. No one wanted to enter the coalition because there was a sinister plan here, a conspiracy not to go with Ron Kobi just to topple him. It was Master Plan that continues until this moment. I can tell you that yes, I made a lot of mistakes."
For example?
"Mistakes stemming from the fact that I didn't want to look like a politician, and I was more of a man of action. We rushed towards the changes, we neglected politics, and that was against us. After all, when you arrive at the place, first of all clean the stables. Put your people in, get closer. We didn't do that. Second, we were not surrounded by talented people who were supposed to protect us. You cannot come to the municipality and not appoint your own CEO, there is no such animal. In addition, there were things that were not true in the media. The Saturday bus was too extroverted and it didn't fit. Not because I want people not to travel on Shabbat, but publicity was out of place. I admit, I made a mistake and learned."
Many were waiting for you in the corner, maybe you will now need some of them by your side?
"There are about 150 political activists in Tiberias, in the seventh division, at the lowest level. Among them there are maybe 30-20 that are spicy, dirty with pure evil. We didn't take care of it, we ignored it, and ignoring it was a mistake. You have to be multi-system and frontal all the time. You can't say, 'I'm just doing.' You have to know how to deal with everything, all the time and at any given moment."
Kobe: "Come on, I made mistakes. You can't come to City Hall and not appoint your own CEO. There were also things that were wrong in the media. The Saturday bus was too extroverted. Not because I don't want people not to travel on Shabbat, but publicity was out of place. I admit, I made a mistake and learned."
אתה בקשר עם יריביך?
"כל חברי המועצה נתנו יד כדי להדיח אותי. היה להם חלק בהבאת הוועדה הממונה. חלק מהקמפיין שלי כעת הוא לדאוג שהם לא יהיו שם יותר. לא מגיע להם. אלה אנשים שפעלו נגד תושבי העיר. אתה מגלגל את האבן למעלה והיא יורדת בחזרה. אי אפשר לעצור בגלל שעשו נגדך קנוניה. גנבו עיר. לא גנבו כסף, גנבו עיר. התקלה היחידה האמיתית שלי היא הפרוצדורה, ואני בסוף נפלתי על הפרוצדורה, ויצאתי פראייר".
מנהיג או נהג?
קובי הודח בעיקר כי לא הצליח לגבש קואליציה ולהעביר את תקציב העירייה, רק שביולי 2021, אחרי שכבר עזב את הלשכה, בג"ץ ביטל את החלטת שר הפנים אריה דרעי להדיח את ראש מועצת ירכא, והיב חביש, שגם הוא לא הצליח להעביר תקציב במועצה. שופט בית המשפט העליון מני מזוז כתב בהחלטתו שזו לא היתה אשמת חביש, אלא אשמת חברי המועצה שלא מילאו את חובתם והתנהגותם היתה לא עניינית.
חליוה, עורך "כוכב הצפון" ועיתונאי 45 שנה, לא נחשב מאוהביו של קובי, אבל גיבש עליו דעה. "רון לא יודע לעשות פוליטיקה", הוא משוכנע, "אם הוא היה יודע, הוא היה ראש עיר לעוד הרבה שנים. כל מה שהיה צריך זה לתת תפקיד סגן לאחת הסיעות שמסביב, כי ככה זה עובד. הבעיה שהוא, איך אגדיר זאת, כמו ילד בן 5 שאתה קונה לו 'לגו' של בני 16 ונורא קשה לו לבנות. כשאתה רוצה להתמודד על ראשות עיר - אתה לא מתמצא, לא נולדת לתוך העסק. בשל כך יש יועצים סביבך. הוא יכול היה להיות מנהיג טוב אם היו לו יועצים טובים, אבל ברגע שאין לו והוא מדבר לא יפה ולא לוקח שותפים לעשייה ואומר רק 'אני ואני', אז הוא לא מנהיג אלא סתם נהג".
חליוה ורבים אחרים חושבים שקובי טעה, בין היתר, במלחמתו האגרסיבית בהתחרדות העיר. בראיון לגל"צ, מייד אחרי היבחרו, קובי אמר: "אני רוצה שהחרדים ימשיכו להתפתח - מחוץ לטבריה. כיום החרדים בעיר הם 22%, אסור שיגיעו ל־30%".
"לא אני אמרתי", קובי טען להגנתו בשבוע שעבר, "רק ציטטתי את שר הפנים, אלי ישי, שב־2011 אמר בחדשות ערוץ 10 שעיר כזו - אין לה זכות קיום. אז אין בטבריה 30% חרדים, יש 22%. ולמה לעצור אותם? זה לא שיח שאני רוצה לעסוק בו. כל מי שרוצה לגור בעיר, במדינה, יכול לגור איפה שהוא רוצה. אני גם לא נגד חרדים, אני נגד כפייה דתית, ואחת התוכניות העיקריות היא לחלוקת טבריה לרבעים. בעיר התחתית יהיה רובע תיירותי, שיהיה בו סטטוס־קוו מלא. אני מתכוון לשבת עם הרבנים ועם אנשי דת ולהגדיר איתם ספציפית את נושא התיירות".
אתה מגיע הפעם מפויס יותר?
"תמיד הייתי כזה. אתה שומע את ההדים ואת הריבאונד ולא שומע אותי. אני אחרי 30 שנה הקמתי בית ספר לבנות חב"ד בטבריה, ואני אומר לך בשיא הלבביות: ילד חרדי וילד חילוני זה אותו הדבר מבחינתי, אני לא יכול לחשוב במונחים של אפליה. אנחנו גם לא רוצים להיות חלק מהמשחק הרע של האשמות והבטחות".
החרדים יסכימו שתפתח מקומות בשבת?
"לא תהיה להם ברירה, אנחנו נהיה הרוב בבחירות האלה. אתה צוחק?"
לא, אבל אני זוכר שהטקטיקה שלך היתה מלחמה בחרדים.
"למה אתה אומר את זה? דבר ישר, אל תגמגם לי".
עם כל הכבוד, ש"ס היא המפלגה גדולה בעיר.
"מי אמר?"
תוצאות הבחירות?
"אתה משווה בין בחירות מוניציפליות לארציות? ש"ס ואגודת ישראל בטבריה לא שוות יחד שלושה מנדטים מתוך 15 מושבים במועצה. למה אתה חושב שיש לי מלחמה איתם? אתה מ'ישראל היום', או מישראל מטעם? אל תשאל שאלות מטעם".
אני שואל את מה שצריך לשאול.
"אז אני אומר לך שאתה מסתכל במשקפיים הלא נכונים. היתה פה מדיניות של לכוון זרקור על משהו שלא קיים. לבוא לבן אדם ולגמור אותו, 'אנטי־דתי' - מה זאת אומרת? אחותי דתייה, ילדיה דתיים, בני הדודים שלי דתיים. נראה לך שאני שונא דתיים? זה לא נכון, וגם לא בגללם הלכתי הביתה. בולשיט. הלכתי בגלל קרב שנמשך עד היום - רון קובי מול אריה דרעי. על זה יהיו הבחירות, ואני לא רואה אותו ממטר".
קובי לא שם מעצורים כשהוא מדבר. הוא הכי לא פוליטיקלי קורקט שיש, וזה גם עולה לו ביוקר. לא מעט תביעות דיבה הוגשו נגדו בשנים האחרונות, הגדולה שבהן היתה זו שהגיש חליוה ששמע, לטענתו, את קובי מדבר עליו בשפה פוגענית.
"חיים חליוה היה ילד מוקצה בשפת הטבריינים, קראו לו ה'שכח' - ילד שאף אחד לא שיחק איתו, לא דיבר איתו ולא התחבר איתו", אמר קובי באחד מקטעי הווידאו שהוצגו במשפט הדיבה. "והאדם הזה הצליח איכשהו[...] לרכוש עיתון. הוא הפך את העיתון הזה לכלי[...] סחיטה באיומים. כלי של ניסיון להלך אימים על אנשים[...]
"אז היום השידור הזה מוקדש לחיים חליוה, לבוגר הסורבון. אבל הוא לא מוקדש סתם לו, הוא מוקדש לגברת ישנה־חדשה, מאדאם בובארי קוראים לה. אותה מאדאם בובארי היא אישה מאוד מתוחכמת, מאוד חכמה, שיודעת לשלוט בגבר שלה, לעשות עליו מניפולציות, לקחת אותו למחוזות מאוד מיוחדים של שליטה, של העצמה, מאדאם בובארי היא עורכת דין. אבל היא מאוד מוכשרת וככזו היא נבחרה להיות, איך לא, היועצת המשפטית של המוסדות הכי גדולים של המדינה, ברוב כישוריה".
על הדברים האלה ודומים להם שופטת בית משפט השלום בטבריה, ברכה לכמן, קבעה בחודש מארס השנה שקובי יפצה את חליוה ב־416 אלף שקלים, לא כולל הוצאות משפט בסך 40 אלף שקלים.
"...התנהלותו של הנתבע, שלא חשב שיש מקום להתנצל ולהסיר את הפרסומים, גרמה להתארכות ההליכים ללא כל הצדקה של ממש, ובהתנהגותו במהלך הדיונים המשיך את דרכו שהחל בפרסומים, וחזר לא פעם על חלק מהאמירות שפורסמו, ללא שעלה בידו להוכיח את אמיתות הפרסומים, למעט בשני עניינים", כתבה השופטת בהחלטתה. "הנתבע העיד בחקירתו הנגדית: 'אני לפעמים אולי מגזים בתיאורים שלי'. קריאת הפרסומים מביאה למסקנה שאין מדובר בהגזמה, אלא בהשתלחות פוגענית, מבזה ומשפילה, כעולה מהפרסומים, המדברים בעד עצמם בעניין זה, ולא מצאתי לנכון לחזור עליהם בשנית. פרסומים שבאו בכוונה לפגוע בשמו הטוב של התובע".
"אם אעלה פוסטים שבהם אקלל את אשתך - מה תעשה? תירה בי באם־16 או באיזה רובה אחר?" חליוה אומר. "ברגע שהוא הגיע למשפחה ולילדים (שלי) - לא יכולתי לשתוק. איך אמרה לו השופטת אחרי שאמר 'אוכיח שאמת דיברתי', היא אמרה לו: 'אעזור לך, אבל בוא תסביר איך תוכיח כשאתה קורא לו סמרטוט רצפה?'. הוא הגיש בקשה לעיכוב ביצוע פסק הדין, ודחו אותו. הגיש בקשה למחוזי, ודחו אותו. עכשיו הגיש ערעור למחוזי. אם היה בן אדם אחראי, שיודע לשאת באחריות, היה אומר: 'הפסדתי, אתה יכול לעשות הנחה, לפרוס לי לתשלומים, להסתדר', אבל הוא המשיך להכפיש וללכלך. לרון קובי יש רצון טוב וחלומות, אבל צריך לדעת ליישם חלום".
קובי מנסה ליצור רושם שהוא לא מתרגש מהמכות שניחתו עליו. "נו, באמת, על מה יש לי להתעצבן?" גיחך. "ראית מישהו במדינת ישראל ששילם סכום כזה? השופטת טעתה. הגשתי ערעור, כי אף אחד מעולם המשפט לא יכול לצדד בדבר כזה. פסיכי, וזה לא נגמר. סבלנות. נכון שזה עולה הרבה כסף וזו התמודדות, אבל לתושבי טבריה מגיע שאתמודד בשבילם".
עוד ריב מתוקשר של קובי, בתקופת כהונתו כראש עיר, היה עם מבקר העירייה דאז, בני אליהו, ריב שהגיע גם לוועדה לענייני ביקורת המדינה בכנסת. ראש העיר הגיע לדיון כשהוא מלווה בח"כ מיקי זוהר מהליכוד ואמר לנוכחים: "תלמדו את החומר ואחרי זה תעשו ישיבה 'אד־הוקית' לטובת אדם ספציפי. עם כל הכבוד, חברת הכנסת שלי יחימוביץ' (אז יו"ר הוועדה; א"ל), אני חושב שאת חברה שלו והודית בזה הרבה פעמים ויש לי הקלטות של סופרלטיבים שהרעפת עליו. דיני נחרץ פה".
זוהר זירז אותו לצאת מהחדר, תוך שהוא מסנן "זה מכור מראש, חבל על הזמן". וכשהוא כבר בדרכו החוצה, ח"כ מיקי רוזנטל ממפלגת העבודה צעק לעבר קובי: "אנחנו מברכים אותך על בחירתך, אבל לא תגיע רחוק. אתה תגמור בכלא. אני מכיר אנשים כמוך".
"מי זה מיקי רוזנטל?" קובי אמר כשנפגשנו, "זו תביעת דיבה בפני עצמה. יודע מתי היתה אותה ישיבה? ארבעה ימים אחרי שנבחרתי לראשות העיר, עוד לא נכנסתי לתפקיד וכבר עשו לי אמבוש. רוצה לשמוע משהו הזוי, סקופ? אני יושב אצל מיקי זוהר והוא אומר לי: 'תקשיב טוב, הם ישלח אותך הביתה אם לא תתיישר איתם'. לא הבנתי על מה הוא מדבר, לא היינו משופשפים מספיק משפטית. היום זה לא יכול לקרות. עקומת הלמידה שלי היא כזו", קובי מצביע כלפי מעלה, "אני לומד מהר".
רק שכל השלדים של קובי יצאו אז בזה אחר זה. סיפרו שהוא בכלל גר רוב הזמן בתל אביב ודיווחו על עבירות בנייה. רק בחודש פברואר השנה הגישה נגדו הוועדה לתכנון ובנייה בעיריית תל אביב כתב אישום על עבירות בנייה בנכס שנמצא ברחוב בארי.
"כתב האישום הזה יירד", קובי שוב משוכנע, "הרי איך דברים מלפני 20 שנה יוצאים דווקא עכשיו? יש חבורה של אנשים שלא יכולה לסבול את הרעיון שאני הולך להיות עוד פעם ראש עיר. זה מטריף לה את השכל, ואני אחדש לך - כתב אישום זה לא פסק דין, וכל עוד לא הוכח אחרת עומדת לי חזקת החפות. אני לא קשור לאירוע ולכתב האישום והכותרות שהם רוצים לייצר. על אפם וחמתם אני אהיה שוב ראש העיר. תתקדם".
אתה גר בתל אביב או בטבריה?
"גר בטבריה. יש לי שני ילדים גדולים, בני יותר מ־20, ויש לי ילד בן 13 שגר עם אמא שלו בתל אביב, אז איפה הבעיה? אסור לו לגור בתל אביב? זו בעיה של אנשים מפגרים שמנסים להוריד בן אדם שהולך לנצח. לא יצליחו".
למה שלא תגור בתל אביב?
"רוצה להגיד לי איך לחיות? שמעת על המושגים אתגרים בחיים, רצון לעזור לאחרים, פטריוטיות?".
יש עדיין דבר כזה?
"אם אתה מזלזל, אז פאק יו. מה נראה לך - שאני עושה את זה בשביל הכיף? תאמין לי שכולם ציפו שאעשה אחורה פנה ואהיה עסוק עד עמקי נשמתי במקום אחר, אבל בחרתי להיות פה ולא לבגוד במי שבחר בי. אנחנו נילחם על העיר ועל עתיד הילדים. לרגע לא חשבתי שלא אשאר כאן. נראה לך שאתן להם לגנוב את עיר האבות שלנו? אחרי שנבחרתי - לאנשים היה קתרזיס, אתה לא מבין איזה שמחה ואושר. טבריה היתה העיר העברית הראשונה ששוחררה במלחמת השחרור, וב־2018 היא שוחררה בפעם השנייה. ככה התושבים הרגישו".
אני הרגשתי אכזבה מאיך שהקדנציה שלך הסתיימה.

Celeb on a national level
Many in Tiberias believe that success has come to Kobi's head. He has become a national celeb and is repeated by influential politicians. And we certainly don't forget how suddenly, in June 2019, he announced that he would run for the Knesset with the "secular right" party and promised to be the next interior minister.
"In the end, the residents of Tiberias are the ones who will choose, and they are smart and wise enough not to make the same mistake again," says attorney Shani Iluz, one of the prominent candidates for mayor of Tiberias. "Ron won the public's trust and betrayed him when he decided to run for interior minister. It was wrong and problematic, to say the least. His conduct has led to a great rift between the streams here. He insulted people, fanned hatred against sectors, quarreled with the government and with everyone else – and the residents of Tiberias cannot forget that. His style is not worthy of Tiberias as a city, and certainly not of its residents."
Kobe, did running in those elections hurt you personally?
"It wasn't a mistake, and I don't see it as an image problem either. On the contrary, we tried to stop the decree after it was derived."

Did you think you had a chance to be interior minister?
"In the climate that existed at the time in the Knesset elections, if we had been treated correctly, we might have succeeded, but in an independent party you cannot run today. It's over. It's a constellation that doesn't exist in the world, and people bigger than me have tried."
Will the Likud be with you now?
"We are not running with any party, and certainly not with the Likud, because the branch in Tiberias is not functioning properly and is headed by Zion Finian, who in my eyes is a man from the Flintstones era. I call him Zion Flintstone. He thinks he has an effect, but I'll tell you a secret - where he touched the grass didn't grow. One of the biggest mishaps in my conduct was that after I was elected mayor, I sent 1,000 people to the Likud and didn't submit the forms to Citadel Ze'ev. If I had submitted, do you know what would have happened? The Likud would go crazy. It was a different story, a different movie. I didn't give it enough thought."
Why run for mayor again?
"Patriotism, love for the place and the people. There is nothing logical here, neither economically nor livelihood, just bothering. It comes from a place of caring. You see a broken place, and now even more so it's a job I have to finish. On a personal family level, running for mayor again is stupid. Heard? Stupidity."

Ron gets up to catch his breath, so his good friend from high school, Lior Peretz, who has been his right-hand man for years, says: "He really is a patriot. I remember how much I splashed for him during Operation Protective Edge to put trays of shawarma for soldiers inside armored personnel carriers. I told him at the time: 'You're 42, you have a family, why?' With him, everything is voluntary, he even left me a will if anything happened to him. People don't know this side of Ron, because he doesn't know how to do politics and it won't be easy for him in the upcoming contest. You see the forces he's facing."
I asked Kobe, who has since returned to the table, if this time he intends to change tactics in the campaign. "We have a creative campaign, with a lot of chutzpah," he said with a smile, "a more brutal campaign. We've been gentle so far. Yes, gentle, innocent. Today we are hundreds of percent more sophisticated."
Aren't you hot-tempered?
"No, I'm gentle."
Kobe himself knows that either he is loved or hated. Yossi Elimelech, a real estate man who has accompanied him for years, also says: "There are many contenders about whom people have no opinion, but Ron is either unable to see at difficult levels or is sick of him. There's no middle, it's extreme. His method is predatory – he tells the truth inside, he kidnaps – and it costs him dearly, but that's why we follow him."
Huldai in Tel Aviv is not the nicest, but has held the position for 25 years.
Kobi: "Huldai built a strong management mechanism, a super-cannon. Let's tell the truth - Tel Aviv is one of the best cities in the world. Tiberias is much harder to manage for a simple reason: you don't have the manpower, the budgets. In Tel Aviv there are so many people who are busy with life, and here there are so many who are busy with the dead. With us, politicians are at memorials or funerals every day."

At the exit we met Kobi Vardi, an insurance agent, a native of the city. "Tiberias needs someone as strong as Ron, it really must," he says. "It must not surrender, and I am not going into religious matters but people who are supposed to intimidate, blackmail. Ron is the only one who speaks his mind out and is not afraid of criminals or anyone, and that's important. He has a chance, because there are not enough worthy candidates like him, he just needs to moderate himself. To be less, less..."
Vardi struggles to find the right words, so Kobi volunteers to help: "They want me to be less aggressive. No one is born a politician. Learned. Did you expect me to know everything from day one?"
Responses
Likud branch chairman in Tiberias, Zion Pinyan: "The Likud will not be behind Ron Kobi and does not want him. Today there are 54 members of the Likud Center in Tiberias, and it is the largest party by a huge margin in all the Knesset elections. So where exactly did I fail? Kobe's political logic is zero. All of Tiberias understood that he was not fit to be mayor. He doesn't stand a chance, and it's a waste of time."
