Marginals in parks, vagrants in the streets, makeshift tents set up in squares, homeless (most often illegal immigrants) settled to hell with country villages: the France dreams of being a land of welcome, but it no longer has the means. In terms of migration, it no longer controls anything. We can spend hours in the labyrinth of rules, case law, exceptions to European asylum law, but this will not dispel a haunting fact: why do people who are supposed to be welcomed to avoid being persecuted in their country end up blindly attacking those who protect them?
