'Animus in consulendo liber' is the motto of the North Atlantic Treaty, created in Washington in 1949. It is customary for those who have passed through NATO to quote this motto in their farewell speeches. "Free spirit in consultation" remains more than ever on the agenda in an expanded alliance, where the United States has reluctantly returned. NATO will soon welcome Finland and Sweden, and observers are convinced that the latter, which is the subject of a Turkish veto threat, will be able to reach an agreement with Ankara.
