Highlights: The administrative justice in Mayotte rejected Friday, June 9 the appeal filed by a family of the Barakani district in Koungou. The family opposed the evacuation and destruction of the slum where they live. This informal housing district, in the commune of Koungo in the north-east of the island, could therefore be quickly destroyed. It is the subject of an order issued on April 12 by the prefecture, which wishes to demolish it as part of the contested security operation "Wuambushu"

The administrative justice in Mayotte rejected Friday, June 9, the appeal filed by a family from the Barakani district in Koungou who opposed the evacuation and destruction of the slum where they live. This informal housing district, in the commune of Koungou in the north-east of the island, could therefore be quickly destroyed. It is the subject of an order issued on April 12 by the prefecture, which wishes to demolish it as part of the contested security operation "Wuambushu", aimed in particular at combating unhealthy housing.

Occupants asked for the suspension of the execution of the order, assuring that they had no effective solution of relocation or emergency accommodation. "This family of nine was offered accommodation in the 50 m² Coalia emergency accommodation and integration centre, south of Mamoudzou, for six months. The offer is not suitable, "argued Me Marjane Ghaem, lawyer of the family, specialized in the rights of foreigners, at the end of the hearing of June 5.

An argument rejected by the judge of the administrative court of Mayotte, who concludes in particular in his order that "the proposed rehousing solutions concern all the families of the applicants who (...) were fully informed of the consistency of the alternative housing solution without them acting on it". The court also recalls that the Regional Health Agency had produced "a detailed report on the conditions of hosting the site" highlighting "the health risks especially for children" as well as a report of the gendarmerie "noting the many disturbances to public order and violent clashes in this part of the district".

On May 22, in another district of Koungou, construction machinery had started the destruction of 162 huts at Talus 2, one of the largest slums in the French territory of the Indian Ocean. The prefect of Mayotte, Thierry Suquet, had then announced that "the next demolition" was scheduled "for early June". In parallel, four other prefectural orders were filed "in the commune of Dzaoudzi, in Petite-Terre and another in Bandrélé, in the south," says Psylvia Dewas, in charge of the resorption of unhealthy housing at the prefecture.

Eight additional orders should be taken "within a few weeks to reach the goal of 1,000 substandard housing destroyed," said the prefect. Its objective: "to put an end to the slums in Mayotte" because "people live in unbearable conditions, they put their lives in danger," said the representative of the State.
