The Independent Commission on Incest and Sexual Violence against Children pointed out, in a September 21 report, that 90% of abused minors are neither believed nor listened to. While one in ten children is a victim of incest in France, the justice system seems to have become aware of the seriousness of the phenomenon. This is evidenced by the figures of the Ministry of Justice, which Le Figaro has obtained.

Last year, according to our information, 4218 people were charged with incestuous sexual offences (which include incestuous rape, incestuous sexual assault and incestuous sexual assault). But because of the limitation period or too low characterization, only 37% of complaints about these offenses are dismissed, says RTL.
It should be noted that, according to our information, of these 4218 defendants, 24% have been prosecuted before the criminal court or juvenile courts, and 36% have given rise to the opening of a judicial investigation.
By comparison, in 2021, 674 more people were charged with incestuous sexual offences, for a total of 4892 suspects. In the same year, 1814 people were convicted for these acts.
Increasing criminal response
The criminal response would therefore be increasing, as explained by the Ministry of Justice, indicating that between 2017 and 2021, convictions for incestuous rape increased by 71%, from 276 to 471. Convictions for incestuous sexual assault or incestuous sexual assault increased by 93% over the same period, from 696 to 1343.
The figures for incestuous rape of minors are even more striking: convictions increased by 129% between 2017 and 2021, from 177 to 405. Convictions for incestuous sexual assault or incestuous sexual assault on a minor increased by 91%, from 675 to 1290.
On the victims' side, the statistics are chilling: according to the latest Ciivise report, one in ten adults was a victim of sexual violence during their childhood. And, in the family context, less than one victim in 10 reveals violence at the time of the facts.
