"It is not possible that the state should collapse, and so it will be in a few years, without there being in the phase of compensation for reconstruction a private participation" in the face of natural disasters.
This was stated by the Minister for Civil Protection and Marine Policies, Nello Musumeci, speaking of the need for a culture of insurance at the national congress of the Order of Engineers. "In other parts of Europe - continues the minister - there are compulsory insurance for natural risks and this culture must be introduced in Italy, this is also an unpopular initiative".
The minister also speaks of the incoming measure on seismic risk "Already tomorrow I will take charge of a meeting in Rome to prepare together this bill on seismic risk to which a general consideration linked to the cultural and moral involvement of citizens must be linked", he says to the order of engineers.
Italy does not have a seismic risk mitigation plan, the minister explains that "there are 7, 8, 10 rules that provide funding detached from a serious programming and planning that calls all the joints to their responsibilities".
There has been no lack of money, in the last 60-70, according to the minister, "there has been a lack of planning, vision, the will to consider the security of the territory a priority". On this Musumeci claims "all the will to change method and change pace", "knowing - he declares - that I will find difficulties even within the parliament and some political forces because the particularly demanding objectives must be achieved with great sacrifice".
