While nearly 500 brigades had been abolished in France in the early 2000s, the President of the Republic unveiled on Monday the list of 238 new gendarmerie brigades that will be created by 2027. In Eure-et-Loir, it is fixed brigades, equipped with a dozen gendarmes, which will reinforce the action of the military in Gallardon and Vald'Yerre.
"This is a need that has been felt for a very long time"
Four municipalities had applied but two caught the attention of the State. If for Emmanuel Macron, it is "a historic reinvestment", in Eure-et-Loir, the presidential announcements were expected with a certain feverishness. "More than thirty years ago, my predecessor was already calling for a gendarmerie. This is a need that has been felt for a very long time," insists Yves Marie, the mayor of Gallardon before adding, "this time, we were determined to welcome a gendarmerie and we implemented everything we needed from the beginning of the process."
In this suburban commune near Ablis (Yvelines) of 3,600 inhabitants, the arrival of a dozen gendarmes will rebalance the gendarmerie forces with the barracks of Maintenon, Auneau and Épernon located a dozen kilometers away. "Our territory has the particularity of being bordering Île-de-France. We are really on the departmental border but also regional. All devices have perimeters of intervention and when we are at the limits, it is always more sensitive, "warns the elected official. The future brigade will be built will be a communal plot of 6,600 m², route d'Épernon in the extension of the Saint-Mathieu business park.
"The gendarmes take twenty minutes to arrive"
With Vald'Yerre, it is the choice of rurality that has been made. At the gates of the Perche, the village of 3,700 souls should receive the first reinforcements of soldiers at the end of the year. "We have premises available, to temporarily install the brigade in the former fire station before building the new building road from Châtillon to Arrou, in place of the old Sotrater factory," says Franck Marchand, the mayor. The arrival of the military will open up this territory which depends on the company of Châteaudun twenty kilometers. "When something happens, the gendarmes take twenty minutes to arrive, whereas on average a burglary takes place in five minutes. The criminals are fifteen minutes ahead and are already on the highway when they arrive on the scene, "regrets the mayor.
One million euros at the expense of the municipality
To accommodate the gendarmes, this territory will have to put its hand in the wallet. The new brigade is expected to cost just over two million euros, half of which will be borne by the municipality. "This is an expense that was not planned when I took office in 2020, it's up to us to see how to deflect its expenses," agrees Franck Marchand.
Before the announcement of the creation of two new brigades, Eure-et-Loir had twenty-five. In Centre-Val de Loire, fifteen new brigades, seven of which will be mobile. So far the region had 151. In total, in France these creations represent 2,144 additional gendarmes posts. It remains to be seen how the State will recruit but above all supervise these new gendarmes so massively while the Court of Auditors pointed out in April that the figure of 8,500 recruitments in the police before the end of the mandate was a "very ambitious objective", and an announcement "unrealistic in view of the state of quasi-saturation of the training apparatus".
