The proposal, which comes from a long political analysis of inequalities and conflicts of yesterday and today, was launched by Luciana Castellina to whom the University of Palermo has conferred an honorary PhD in Human Rights. The idea of a moral tribunal, Castellina explained, stems from the observation that international bodies, such as the UN, have not been able to "enforce the established norms that continue to be interpreted and applied by the victors, who are always immune from condemnation." For this reason, the many conflicts that the West, the United States, the Soviet Union, Russia and Israel have unleashed in recent decades have not produced real condemnations. With respect to the "storms" and crises that are affecting the world system, "minor measures" are not enough, but a "radical change in our way of producing, consuming, and living together is needed." It would also be necessary to create a new body with moral authority (there have already been several examples) and "to make it act so that, even if its decisions have no legal validity, they help to popularize the verdict of non-governmental bodies".
Instead of limiting herself to talking about "war crimes", Luciana Castellina underlined again, vindicating her pacifist positions, we should "repeat that it is war that is a crime in itself, a way of resolving international conflicts that now appears, or should appear, only a medieval legacy: the use of weapons". Nor is it enough to condemn wars, as is right. In Castellinasi's opinion, they should evaluate the "processes that caused them to break out, and therefore to act to prevent them from happening again."
