The tasks of municipalities are steadily increasing, for example in the area of childcare, and with them the need for staff – and costs – are rising. 14.82 million euros have been budgeted in the Gräfelfinger budget for 2024.

Gräfelfing - In the Gräfelfing municipal budget for 2024, personnel costs of 14.82 million euros are already in second place in the expenditure in the administrative budget, after the record district levy, which is 98.62 million euros. There are several reasons for this.

The collective bargaining agreement for the public sector (TVöD) negotiated in the summer resulted in a whopping increase of 11.2 percent on average for employees. This salary increase will take effect on March 1, 2024. In the municipality of Gräfelfing, which has 207 employees in the public sector (including part-time employees and mini-jobbers), this amounts to an additional one million euros per year.

According to Treasurer Tanja Dandl, the fact that the budget estimate for personnel costs in 2024 is about 3.26 million euros higher than the accounting result for 2022 also has to do with the fact that certain developments, such as the takeover of the Wirbelwind children's home, did not fully take effect until 2023.

Municipal council to decide on Tuesday

A major reason for the additional costs, however, is the significant increase in jobs next year. Mathematically, seven additional positions will be created in addition to the previous 165.75 positions compared to 2023, as Human Resources Manager Daniela Schmid explained at the most recent meeting of the main committee of the municipal council.

In concrete terms, this is initially a half-time project position for the topic of mobility concept, which will tie up a lot of manpower in preparation and implementation. With the new, large swimming pool and the three-field sports hall, the municipality is facing challenging new tasks; here she wants to have expertise in-house and not have to constantly look for external expertise. So there will be one position each for technical building management (swimming pool, sports halls, heating centres), lifeguards and in-house technicians. The volunteer fire brigade will have a second full-time equipment maintainer, as comparable municipalities already have. The tender process is already underway.

Four positions will be upgraded from 75 to 100 percent, with the existing employees working more time – i.e. without a new advertisement. This applies to the areas of registry office, financial administration, civil engineering and archives. A whole new position is being created for administrative activities in the fields of environment, energy and waste management. And finally, there will be half a project position in the field of digitalization.

In the pre-deliberative meeting of the main committee (the municipal council intends to adopt the establishment plan on Tuesday, 12 December, together with the 2024 budget), there was no criticism of the increase in posts - on the contrary. Mathias Pollok (IGG) expressed his "respect" to the administration for handling the large number of projects with high millions of euros so competently. He would have preferred to see half of the project position for digitization, which is scheduled to run for three years, as a permanent position. Mayor Peter Köstler said this could always be adjusted later.

The bottom line is that even with this increase in jobs and costs in the personnel area, Gräfelfing is roughly in the midfield of comparably large municipalities. Gräfelfing takes childcare into his own hands to a comparatively large extent; 70 employees work in this area alone.
