The IDF confirms that the military forces are still in a second phase of the war: offensive activity in Khan Yunis, and deepening the achievement in the northern Gaza Strip. It has not yet been decided on the start of Phase C, which includes operational control of all the territories, fire enforcement, offensive operations from the ground and air, and conditions for the return of the communities, a new security order in the Gaza Strip, and stabilization of the civilian response to the Palestinians.
The IDF believes that one of the critical problems of the Hamas leadership is the orders that descend from the commanders of the military wing to the field echelons, which are not being fulfilled. The IDF also estimates that there are areas where the Hamas leadership has "zero control," and there are areas where the IDF has not yet operated on the ground but only attacked from the air, such as parts of Khan Yunis, the central camps and Rafah. According to IDF estimates, about 50% of the battalion commanders in Hamas' military-terrorist wing have been eliminated.

The IDF believes that the second phase is far from over, and as long as it continues, reservists will continue to serve on a large scale, and that only in phase three will reservists be released. The IDF claims that the required achievement in light of the goals of the war has not changed: the dismantling of Hamas, but that does not mean that there will be no gun or rocket holders left in the Gaza Strip, and therefore 2024 will be defined as a year of war. So far, the IDF has attacked 22,000 targets and about Hamas operatives have been killed by IDF fire.Despite moving the Palestinian population, there are currently 150,000 Palestinians in the northern Gaza Strip and Gaza City, half a million in the central camps, 800,000 in Khan Yunis and 750,000 in Rafah.
According to IDF estimates, about 1.4 million Palestinians have left their homes, most of them concentrated in tent cities in Khan Yunis and Rafah.
The IDF claims that more than 106 Hezbollah operatives were killed by IDF fire in southern Lebanon. In addition, the IDF attacked 52 alert positions, 24 combat reconnaissance systems, 18 underground arrays, 13 observation posts, 7 launch challenges, and <> weapons depots. In addition, according to foreign reports, the IDF carried out targeted killings and attacks in Syria, including attacks on Hezbollah aerial capabilities.

The IDF is already preparing to reshape the Lebanese border, not only with fire but with engineering activity, a change in the method of operation along the border, a change in fire policy, and a significant expansion of the scope of the order of battle in the area, including new and diverse infrastructures.
They also claim that in order to end the third phase of the war, it is necessary to collapse Hamas' capabilities while dismantling Hamas battalions from commanders and capabilities, and then a phase defined as "mowing the grass" will begin, which will not require the presence of entire divisions inside Palestinian territory, but rather the exit and entry of brigade and battalion operations to harm future terrorist attacks (after the end of the war).
It is believed that the IDF's activity in the war succeeded in dramatically reducing the scope of rockets in the hands of Hamas as a result of the bombing of warehouses, the occupation of the area by military forces, and the use of rockets.

As stated, the IDF decided to define 2024 as a year of war, during which all reserve battalions (out of those currently serving) will be required to maintain one month of reserve. In 2024, activity in the Gaza Strip will include not only counter-fire or air fire, but targeted ground activity.
The IDF believes that the achievements in the Gaza Strip will affect Hezbollah's judgment on the Lebanese border in particular and on the Middle East in general, and therefore must end until all the goals of the war are achieved. If Nasrallah continues his belligerent line and the combination of the achievements of the war in Gaza and the achievements of the attacks against Hezbollah targets in southern Lebanon and does not convey the message, the IDF does not rule out the possibility of a powerful operation in southern Lebanon.
At this stage, the IDF is suspending offensive operations against the Houthis in Yemen, and is making do with increased defense systems on high alert, while in the background a multinational force is organizing to deal with Houthi activity that harms international interests, especially maritime trade routes.
