At the same time, there are some large projects coming up for which the additional money raised will be used.

The members of the Main and Finance Committee therefore carefully examined each individual item for three mornings.

Property traffic has declined

As treasurer Fröhlich explained, the contribution to income tax is around 13.8 million euros, and the share of sales tax also met the budget estimate at 1.7 million euros.

The share of the real estate transfer tax is 340,000 euros and therefore 550,000 euros lower than expected, which, according to the treasurer, clearly shows that property transactions in Oberhaching have declined.

“It is pleasing, however, that the administrative budget achieved a surplus of around 14 million euros, which can be attributed to increased tax revenue and reduced spending,” he explained.

Ultimately, the debt level at the end of 2023 was almost 47 million euros.

This means that the per capita debt of 3,378 euros is significantly higher than the national average.

However, Fröhlich emphasized that the community's finances are stable.

“We achieve very high surpluses in ongoing business and are able to service the debts.” Last year, in addition to the planned loan repayment of three million euros, an extraordinary repayment of a further three million euros was possible.

As Fröhlich emphasized, the debts are offset by sustainable projects with values ​​from which citizens benefit in the long term, be it geothermal energy, living space for locals or significant land acquisition that provides scope for action in the future.

According to Fröhlich, the expenditure on geothermal energy alone represents “a long-term investment that shows responsibility for future generations and climate protection” and also offers citizens security in the current energy crisis.

When it comes to business, Oberhaching relies on a wide range of companies in order to generate stability in income.

The local councilors agreed to keep the assessment rates for trade and property taxes stable.

As he reported to the committee members, expenses in the administrative budget are continuously increasing, which must be attributed to the increased building and operating costs of 15.6 million euros due to the sharp increase in energy prices.

Personnel costs amount to 17 million euros, almost half of which is spent on childcare workers.

At almost 27 million euros, the tax levies also increased by 3.3 million euros.

Contribution to community works is reflected

In addition to the construction of the two crèche groups and the renovation of the historic train station building on the Deisenhofen S-Bahn, this year's investments primarily include a contribution to the Oberhaching municipal utilities amounting to 4.3 million euros.

The municipality also has 5.1 million euros available for possible land acquisition.

Around two million euros will go to the waterworks for pipe network expansions and renewals, and one million euros will be made available for the planned rental apartments on Grünwalder Weg.

The councilors ultimately approved the planned budget unanimously.
