Commitment kept or betrayal?
In his general policy declaration (DPG), this Tuesday, January 30, Gabriel Attal indicated that he would reform "before the summer" and "by regulatory means" state medical aid (AME), reserved health coverage to undocumented immigrants, on the basis of the report by former PS minister Claude Evin and Patrick Stefanini, LR figure.
To understand this project, we have to go back to the end of 2023. When the government “deals” with LR on the Immigration bill, the right agrees to remove from the text the transformation of the AME into emergency medical aid (AMU ).
But on condition that the government reintroduces it in a separate legislative text in 2024.
A choice that “will please everyone… or no one…”
On December 18, on the eve of the agreement in the joint joint committee in the Assembly, Élisabeth Borne sent a letter to Éric Ciotti in which she indicated that she would initiate a reform of the AME “at the beginning of 2024” .
“As you wished, parliamentarians will be fully involved in this work,” she reassures him, while referring to “regulatory or legislative developments”.
And no longer necessarily an ad hoc legislative text…
This is what Gabriel Attal confirms this Tuesday by mentioning the only regulatory route.
Enough to anger the boss of LR Éric Ciotti, who immediately denounced “a form of betrayal of the word given” because “there was a commitment

to bring a legislative text for the AME”.
“Gabriel Attal shows his desire to respect the word given by Élisabeth Borne,” contradicts a government source.
But the regulatory route is the wisest as the majority is divided in the Assembly on the subject.
