During his general policy speech, Gabriel Attal announced that the system which aims to condition the RSA (Active Solidarity Income) on 15 hours of weekly work, will be generalized by the end of the year.

The Prime Minister recalled that an experiment with the system “which conditions the RSA to 15 hours of activity for integration” is already underway “in 18 departments”, before announcing that, “by January 1 2025”, this will apply to the entire territory.

The “conditional” RSA has already concerned 15,000 people in France for a year.

The 18 communities participating in the experiment received 21 million euros from the State in order to recruit new advisors in particular.

Little by little this year, new territories will enter into the experiment, until it becomes the rule.

In addition, between now and April, the Active Solidarity Income will be increased by 4.6%.

Unemployed people at the end of their rights

The RSA will soon concern more people: Gabriel Attal has in fact declared that unemployed people at the end of their rights would no longer have a specific solidarity allowance allowing “without working, to validate quarters of retirement” and would switch to Active Solidarity Income .

“We have a strong conviction and consistency: we consider that retirement must be the fruit of work.

And therefore we will propose the switch of the solidarity allowance specific to the RSA and the abolition of this allowance,” declared the Prime Minister during his general policy speech.

The reform of the RSA was part of Emmanuel Macron's campaign commitments.

In April 2023, the then Prime Minister, Élisabeth Borne, detailed the reasons for such a system which was already controversial: “What we want is to allow beneficiaries (…) to find a job.

It's not about making them work without paying them, it's about allowing them to discover careers.

The government already defended the measure and advocated a reintegration objective: in order to help unemployed people return to work, it wanted to allow them to discover new professions.

The opposition does not see the reform of the RSA in the same light and criticizes what it considers to be insufficiently paid work.
