Dachau

– The number of refugees living in accommodation in the Dachau district has been “stable to slightly increasing” for months, as district office spokeswoman Sina Török explains when asked by the local newspaper.

While there were 1,642 people at the end of September and 1,733 at the end of October, those responsible last counted 1,751 people seeking protection in mid-January.

According to Török, the reason for this slow development is the winter weather: fewer boats are currently making it across the Mediterranean to Europe.

This fact is also reflected in the nationalities that live in the accommodations run by the district and spread throughout the district: 24.2 percent of the refugees come from Ukraine, 14.8 percent from Turkey and 13.6 percent from Afghanistan – their route led overland to Dachau.

A further 11.2 percent of refugees came to the district from Nigeria, 9.6 percent from Yemen, 3.1 percent from Somalia, 2.9 percent from Syria and 2.2 percent from Sierra Leone.

Above all, the number of people who set off from the African continent towards Germany.

is likely to increase again from spring.

Ukrainians play a special role among the refugees in the district.

Since they immediately receive a residence permit in Germany, they can quickly leave the initial reception centers and move into their own apartments.

In addition to the 441 Ukrainians who are currently living in the district's accommodations, there are 1,055 others who have since been accommodated in private accommodation or an apartment.

When it comes to distributing the refugees, the district has tried to involve all communities in recent months.

The problem here is that a fixed distribution or allocation quota currently only exists legally up to the district level.

How the district then distributes the buses arriving in Dachau depends heavily on the cooperation of the communities.

Sulzemoos was one of the communities that did not accept refugees for a long time.

As a rural community with poor public transport connections, those responsible in the district office initially focused on other district communities.

Over time, however, the search for more and more accommodation became more urgent - and the smaller communities also had to join in.

Initially behind closed doors and finally quite openly, district mayors called on their colleagues who did not yet have any refugees in the area to show solidarity.

A few days ago, Odelzhausen's mayor Markus Trinkl said in the local council about the discussion about a second refugee accommodation in his community: "In my opinion, accommodation should be created in other places at the moment - and not in Odelzhausen."

Mayor Kneidl is clear that Odelzhauser Trinkl was taking a cue in the direction of his community of Sulzemoos.

And he defends himself: “Our community has no free house or free space.

We have nothing!

We are a rural community consisting of three towns.” In this respect, he could neither offer the district office an empty hotel nor an empty senior citizens’ residence.

But, it is important for Kneidl to emphasize that his local administration has certainly supported the district in its search for private landlords.

For a few weeks now, eleven Ukrainians have been living in a privately rented property.

Negotiations are currently underway about another property.

However, District Administrator Stefan Löwl is clear that he will not be able to solve the problem of the urgently needed initial reception facilities in the Dachau district by renting private houses or apartments.

After the 600 places that the district created last year, this year there will be 800 more beds for asylum seekers from all over the world.

According to Löwl, in the coming months more containers and houses will be set up in modular lightweight construction;

most of it in Dachau.

In Löwl's opinion, the EU asylum reform negotiated at the end of the year is unlikely to have any effect in the short term.

The effects of the reform would, if at all, be felt “in a year at the earliest”.
