“I spoke to them with my heart and they answered me with their pocketbook,” was the phrase that made famous the Minister of Economy of Alfonsín's last months, Juan Carlos Pugliese.
He made him famous for
the naivety
that that phrase reflected, in the mouth of a traditional man of politics, “good-natured”, but oblivious to the frenetic and nervous movements of the market.
Juan Carlos Pugliese, politician of radicalism.
Something of that spirit seems to be glimpsed in some decisions - in this case in the educational field - made by the Milei government.
One is related to
teacher evaluation
, which must be implemented if the omnibus law advances.
They say from the Ministry of Education, commanded by Carlos Torrrendell, that the evaluation
“will not be disciplinary”
, that punishment or persecution will not be sought, but rather
a “humanistic” path: that of evaluating to provide feedback.

They give the example of medical check-ups, which by themselves do not serve to cure, but provide information that doctors use to intervene.
That would be the idea of teacher evaluation, they say.
Although as it turned out, that part of the project - like so many others - was written by Federico Sturzenegger's team.
Let us remember: the bill - now reformed - establishes that
"teachers who join teaching"
- that is, students who finish teaching - must
take an exam
"that certifies the skills and knowledge acquired
. "
This evaluation “
will make it possible to receive salary supplements
.”
In addition, active teachers will be
evaluated, every 5 years,
“based on minimum bases defined and agreed upon within the framework of the Federal Education Council
. ”
Why the naivety?
Perhaps because the context, the background and the usual rejection
of teacher evaluation by teachers and unions
are not sufficiently taken into account .
The Macri government tried, in 2017, to evaluate teaching students.
"Operational Teach" it was called.
There was a boycott, few responded and everything ended... in nothing.
The officials Alejandro Finocchiaro, Marcos Peña and Elena Duro, in 2017 when they presented Operation Teach.
There is opposition even among experts.
There are those who point out that before an exam, the teacher training policy and the quality of the teachers should be reviewed;
and there are those who maintain that performance evaluation is already done by each director in their school and that is - in any case - what must be improved and deepened.
This is not about discussing teacher evaluation as a tool to improve education.
With different formats it is applied in many countries.
The question is
how they plan to implement it in the country
, because the Government has not given, until now, any precision.
The question is if it is possible to implement it well if on the other side there is rejection and
trust is not generated
. And if you only speak from the heart.
