- “Neufahrn lives in orderly financial circumstances.” With this sentence, interim treasurer Josef Nießl summarized what the vast majority of the local council probably thinks about the 2024 budget.

So it was no surprise that the committee unanimously approved both the budget for the current year and the financial plan including the investment program until 2027 on Monday evening.

The 63.6 million euro figures had already been discussed in the budget meeting in mid-November 2023 and were then waved through in the Finance Committee at the beginning of December.

Mayor Franz Heilmeier described this “work of the entire town hall” as “remarkably stable”.

The fact that the council worked in an “extremely fact-oriented” manner is of course also good for budget management.

The municipality expects trade tax revenue of 13.6 million euros

The figures presented to the Finance Committee at the end of the year have hardly changed in the past few weeks: The developments in trade tax revenue, for which 13.6 million euros were estimated this year, are particularly positive.

The municipal share of income tax also went up, which is almost 17.8 million euros, 944,000 euros above the previous year's figure.

The key allocations are 2.19 million.

Because expenditure in the 48.2 million euro administrative budget has, according to Nießl, “sometimes increased dramatically” (increased energy costs, personnel expenses), the minimum allocation to the capital budget (volume: 15.4 million) cannot be fully met, at least this year: only 442 000 euros change sides.

Almost 724,000 euros would have been necessary, which is why the difference will come from the general reserve.

According to the plans, a total of 4.4 million will be taken from this in 2024.

The municipality does not need any new loans.

Selling land “saves” planned investments

However, the district levy, which is currently at 49.9 points, will most likely increase.

If, as is expected, the district decides on an increase of 1.5 percentage points, the municipality of Neufahrn would be due around 14.6 instead of 14.2 million euros.

Investments totaling 42.4 million euros are planned until 2027, almost half of which will be financed by the planned sale of municipal land (20.34 million).

The biggest chunks this year are the North-West construction area (2.6 million), the reflection of the Jahn gymnasium (1.5 million), the equipment of the local fire departments (1.27 million), the renovation of the town hall ( 1.04 million) and the bicycle parking facilities at Neufahrn train station (925,000 euros).
