The Erding district is the sick man of Upper Bavaria.

It is the only one whose levy capacity is still falling; the consequences of the standstill at the airport are still affecting Oberding and Erding in particular.

Erding - As a result, the district has to increase its district levy from 53.47 to 55.50 points, but still receives one million euros less from the municipalities.

The problem: Because the previous main payers Oberding and Erding are lame, many smaller communities will have to pay significantly more to the district this year despite their own tight budgets.

After all: the district council – as already briefly reported – unanimously approved the budget for 2024 on Monday.

It has a total volume of almost 300 million euros.

The administrative budget for daily operations accounts for 236 million and the capital budget for investments accounts for 63 million.

The sometimes significant increases in spending in the areas of social services and schools as well as for personnel are problematic.

There was no real debate in the district council, there is not enough political maneuvering space, and the parliamentary groups did not submit any - expensive - proposals.

However, there were no fundamental debates, for example about the future of the bus network, which is becoming increasingly loss-making.

All factions also supported the two hospital locations in Erding and Dorfen.

They want to cover the deficit, which has also been growing for years.

In their budget speeches, the parliamentary group speakers agreed that the federal and state governments were increasingly letting the municipalities starve and that they would have to watch powerlessly.

District Administrator Martin Bayerstorfer summarized that “this budget was achieved under the most difficult conditions”.

But one will “fulfill the mandatory tasks and still be able to cope with future tasks”.

Bayerstorfer assumes “that the difficult situation will continue for several years.”

Ulla Dieckmann (SPD) self-critically stated that once again it had not been possible not to put too much strain on the communities.

It is the right decision to finance investments in schools, for example, not through the budget but through loans, even if the repayment then puts a strain on the administrative budget for years.

As far as the clinic is concerned, Dieckmann continued, the high deficits have to be reduced.

She encouraged increased cooperation with other houses in the area.

Not everyone has to offer everything.

You can't win the competition with the big Munich clinics.

The situation is bleak because the reserves will almost be used up this year.

Florian Geiger (Greens) certified that the district councilors were “very serious” when it came to the budget.

His group will agree, even though the district's transport policy is "going in the wrong direction".

He considers the northern bypass to be unnecessary for the time being.

“We should first wait and see what relief effect the S-Bahn ring closure will bring.”

For the ÖDP, Wolfgang Reiter accused the federal and state governments of “total failure” in hospital financing – at the expense of the districts.

A corresponding ÖDP petition to the state parliament unfortunately failed.

Georg Els (FW) spoke of a “household in pain”.

He is noticing an increasingly dissatisfied mood nationwide.

At the same time, citizens' demands are increasing, which can be seen, for example, in the rapidly increasing spending on social services.

He still sees room for improvement in terms of efficiency in the Erding district, citing hospitals and public transport.

Wolfgang Kellermann (AfD) also singled out social spending: “Too much social is anti-social.” He argued that politicians should once again focus more on their own citizens, as excessive amounts are being transferred abroad.

The federal government is acting wastefully.

And Thomas Bauer (CSU) stated that “we have been doing relatively well for the last 20 years”.

Erding suffers from the special situation that the airport's economic engine is not yet running smoothly again.

The district council has nevertheless drawn up a budget “that we can all live with and that meets the requirements”.

CSU district councilor and Social Affairs Minister Ulrike Scharf said there was a good chance that high schools would also receive state subsidies for school social work in the future.

The state parliament still has to agree (report follows).
