Faced with the complaints of the picketing organizations about the
shortage of supplies in the neighborhood kitchens
, which triggered a day of protest for this Thursday at the doors of the main hypermarkets, the Government announced that it will carry out
an audit
to make the operation of the establishments transparent and with the objective of "cutting off the intermediation" that they assign to social leaders,
they will give purchasing "cards" to those responsible for feeding thousands of people
.
The picketing groups, from 11 a.m. this February 1, will present petitions in the marketing centers to obtain bags of food and, with the same objective, they also promise to mobilize even the offices of the Minister of Human Capital, Sandra Pettovello.
The official precisely came out this Tuesday to refute the complaints of the popular movements by ensuring that the protests are in response to the measures to "transparent" the food policy carried out by her portfolio.
Sources from a supermarket chain consulted said that "we are waiting for the orders to arrive. And we are going to send them to the authorities." The protesters, however, promise to stay at the supermarket entrances until the food is delivered.
In the super-ministry of the President's friend, which includes Children and Family (formerly Social Development), they acknowledge that
they canceled the dry food delivery system to canteens and picnic areas to avoid "discretionary maneuvers"
and that they have since transferred directly the money to the establishments for the purchase of the merchandise.
"We want to put an end to the managers of poverty," the ruling party warns in clear reference to the piquetero leaders.
However, both social organizations linked to Peronism and the left denounce that there is a lack of food.
The Ministry of Human Development of the City recognizes that in recent weeks demand has increased in the district's picnic areas due to an unusual migration of families from the Province.
From Capital Humano they reject the complaints of the picketers and claim that
they have increased the budget for money transfers to the soup kitchens by 75%
and other institutions are joining in with the same mechanism, that is, under food assistance "by transfer."
With this new modality, they say in the aforementioned ministry, the canteens will be able to buy dry but also fresh food - meat, vegetables, eggs, milk or fruit - and, at the same time, their accounts will be audited since "they must render their expenses" through a system designed by Nación Servicios (that of the Sube card).
Beyond the need to make processes transparent, the Government's objective is to remove power from the leaders of social organizations.
With the
in-person audits
in each institution, Human Capital reports, the identities of each attendee at the dining room or picnic area can also be obtained.
"It will allow children and families to be identified with a comprehensive view," they argue in that portfolio.
The implementation of the "card system" for neighborhood soup kitchens, they add, will be carried out in conjunction with Banco Nación and the World Bank in order to comply "with international transparency standards."
The problem, claimed by popular organizations, is the delays that occur in some places in the normal supply of food.
"They want to manage the ministry like a bank, with cards and transfers. But it is difficult to implement this scheme in many places," questions a former Social Development official consulted.
