The State of Israel has been neglecting the members of the kibbutzim and moshavim for years - by cutting defense, education and development budgets, by disregarding their contribution to ongoing security, by excluding them from the circle of decision-makers, by inciting unrest to the point of turning them into "realists".

This lawlessness continues even today when the state fails in the task of supporting and strengthening the settlements of the southern border.

The Israel Lands Authority, an extension of the state, refuses to advance procedures for associating residential buildings with families.

Affiliation is the taking of the land by the state and saying that the land is his and he can inherit it. 

The land on which they live in kibbutzim and moshavim for years, and protect the borders in practice.

For years, the kibbutzim have been asking the state to decide for themselves what is good for them as a community and how it is right to associate the rights.

The administration wants to decide for itself.

These settlements are adjacent to the fence, their residents do not have ownership rights to the land.

They do not leave the houses to their children.

This is the time when the state can encourage people to come and live in these places, and this is the time for the kibbutzim to cry out and be listened to.

The state should strengthen those who will return and ensure that they will receive rights. 

This is also a statement by the state that it believes that a day will come and it will be good in these places. 

The administration does not make a distinction between the lands of the kibbutzim in the outskirts and the kibbutzim in the center in order not to discriminate, and precisely in this case there is room to think about whether there should be a sane law like Nir Oz's law.

If the State of Israel wishes to rehabilitate and build, it must settle the never-ending saga of the rights of the kibbutzim and moshavim on its southern border to the land.

Such an arrangement is required because of the necessity to correct the folly that has stuck the moves for decades, it is essential for security, and most of all - because of a moral debt to this public, a public that will continue to give.

Securing the status of the residents of the kibbutzim and moshavim is a first step in the right direction.

By the way, it must be noted - "Distributive Justice" organizations, which in the past expressed strong opposition to the proposed move, have not yet expressed their position on the matter.

It is possible that turning the areas in question into disaster areas also causes them to recalculate their course.
