On Monday evening, Starnberg's city council made the fundamental decision to resume planning for the new Schorn industrial area.

This is about the variant that was presented publicly in December and was almost halved on 11.1 hectares of commercial space.

- The topic was already on the minds of city councilors and listeners even before the substantive consultation had even begun: the district chairman of the Federation for Nature Conservation (BN), Günter Schorn, welcomed the citizens in the foyer on Monday evening with a banner “No to the Schorn industrial area”. the Schlossberghalle.

Almost 30 residents from Wangen and Schorn came to closely follow the city council's consultation and decision-making on the new entry into the planning of the commercial area east of the A 95.

Shortly after 10 p.m. it was clear: planning would be resumed - but for the scaled-down version of the commercial area with initially 11.1 hectares instead of the originally planned 20.4 hectares of commercial space.

Schorn is set to be the first new commercial area in Starnberg in around 50 years.

Critical questions from the village community

Right at the beginning of the meeting, Green Party councilor Dr.

Ursula Lauer, who is also chairwoman of the Schorn citizens' initiative, is trying to take the item off the agenda and discuss it in a special meeting instead.

Too many points were open, said Lauer - but her application failed with a stalemate of 14:14 votes.

BN boss Schorn and Manfred Abele, chairman of the Wangen village community, used the following citizen question time to make critical comments and questions: “Which companies should be located?

Is the capacity of the sewage treatment plant sufficient?

Can the administration manage the effort?” Abele wanted to know, for example.

Mayor Patrick Janik explained: “In all previous procedures, we have never gotten so far as to clarify these questions.” That is exactly why it is so important to start planning and collect facts.

The same applies to possible effects on drinking water, which Günter Schorn addressed.

“Is the municipality aware that it is initiating something that can no longer be approved?” he asked.

Janik replied that this aspect would also be taken fully into account in the planning process.

Half connection to A 95 remains a requirement

City architect Stephan Weinl outlined the history of the project (“we have been working on it for ten, 15 years”) and the city administration’s current considerations, as he first publicly presented them to the building committee in December.

As reported, the plan area, which totals almost 47 hectares, is to be divided into several sections.

The first step involves 11.1 hectares of commercial space, of which 1.1 hectares are so-called “supply-relevant special areas”.

Of the four originally planned construction districts, two are to be developed initially.

This is the main difference from previous resolutions, for example from 2019 and 2021.

At the same time, in the first section, the complete compensatory measures are to be implemented, including the reforestation of new forest areas for the necessary clearing of existing protected forest.

And the planning approval process for the area's semi-connection to the A 95 should also be completed.

“No statutory resolution without planning approval,” said Weinl.

consent and rejection

Opinions in the city council were extremely different.

Tim Weidner (SPD) was one of the supporters of the planned approach.

“We expressly welcome the fact that the planning is being evaporated,” he said and spoke of a “moderate development”.

In recent decades there has been no better alternative in Starnberg for a new commercial area.

Ludwig Jägerhuber (CSU) also spoke of a turning point.

It is important to politically weigh up what revenue the commercial area brings to the city and what factors speak against it.

To do this, however, all facts and statements must be known and, above all: “I think it is important that everyone has the chance to get involved in the process.” That is why the city council is currently making no effort to agree to the proposed procedure.

Angelika Kammerl (CSU) argued with the budget situation.

Starnberg urgently needs new sources of income.

“That’s where an industrial park hurts the least,” she said.

Prof. Otto Gaßner (UWG) wanted to continue working with an open mind.

“I don’t like it when people refuse a planning process from the start.”

Naturally, the Greens argued against this.

Kerstin Täubner-Benicke primarily cited nature conservation issues.

Ursula Lauer spoke about the statements from associations and citizens that had already been received in 2019 but were never discussed in terms of content.

In addition, she missed a list of the follow-up costs for the infrastructure.

“I doubt that we will come out of this positive,” she said.

Dr.

Franz Sengl doubted whether the slimmed down version would remain.

“If we agree to this, we also agree to the large industrial park,” he said.

“We are destroying our landscape and attracting traffic and people that we already cannot handle.”

Winfried Wobbe (UWG), who is also chairman of SV Wangen, was also expected to say no.

Sealing areas is no longer up-to-date, the water issue is unclear, and there is also a risk of a sharp increase in road traffic, he said.

What was more surprising was the negative attitude of Eva Pfister (BMS), who supported the project positively during her term as mayor until 2020.

Now she said: “We are building huge areas, cutting down forests and overwhelming a district.

I can't believe this planning." She also accused the administration of using salami tactics.

Janik: Open points will now be clarified

Patrick Janik stated several times that all open points would be clarified as part of the upcoming planning process.

“We’re not just going to move on, we’re going to have a new subject matter that we’re asking for opinions on,” he emphasized.

At its meeting on Monday evening, the city council passed two resolutions on the planned Schorn industrial area

.It was decided by a vote of 16:13:

"1.

The city council takes note of the changed (...) planning concept and instructs the administration to continue the development plan procedure No. 7508 for the area east of the A 95 federal motorway between the Oberdill motorway police station and the existing Schorn industrial area on this basis.

2. The administration is commissioned to carry out the (...) listed steps and the necessary considerations and to present the revised draft development plan to the city council for approval and to initiate the procedures in accordance with Section 3 Paragraph 2 and Section 4 Paragraph 2 BauGB.

3. The city council takes note of the (...) presented planning concept at the level of the land use plan and instructs the administration to continue the procedure for the 53rd amendment to the land use plan on this basis.

4. The administration is instructed to take the necessary steps to finalize the draft land use plan for the 53rd amendment to the land use plan and to submit it to the city council for approval and a decision on the early participation of the public as well as the authorities and other public bodies.

5. The administration is instructed to enter into discussions with the Starnberg district about continuing the removal process from the “Starnberger See – Ost” landscape protection area regulation.

In particular, the further treatment of the comments already received on this matter must be discussed with the district.

6. The administration is instructed to hold discussions as early as possible about the initiation of the formal plan approval procedure for the required semi-connection to the A 95 federal motorway with those involved in the plan approval.”

It was unanimously decided:

“The administration is instructed to hold a local community meeting at the beginning of the necessary interpretations.”
