Changes were included in the delegated powers and the number of emergencies was reduced. There will be no political reform and the DNU was deleted.

"All or nothing. There is no negotiation," said

Javier Milei

bluntly

when he presented the so-called Omnibus Law, last December, a megaproject of 351 pages and more than 664 articles to be discussed during the period of extraordinary sessions, with a primary objective of advance in a process of modernization of the State and deregulation of the economy.

But that ambitious proposal from the libertarian government

was reduced almost by half

and one of the axes of the law, the fiscal chapter, was left out.

The

dismantling of

the Law of Bases and Starting Points for the Freedom of Argentines

had nothing surgical

and its end was almost announced by various sectors of the opposition when at the beginning of the month the treatment of the project in commission and the President began He criticized the deputies with whom he had to negotiate.

The final text was reduced to 386 articles, so there was

a reduction of 278 articles.

Strictly speaking, the cut was made based on the majority opinion of a total of 525 articles that La Libertad Avanza signed with the dissidents of the PRO, the UCR, We Make the Federal Coalition and the provincial blocks, which will be taken as a basis in the venue and on in which the modifications announced will be made after the Minister of Economy

, Luis Caputo,

made official the elimination of the fiscal chapter.

Beyond these twists and turns, the libertarians seek to celebrate their first legislative success, even if it is half-hearted, but which will be presented as "an unbeatable law", as they said from the office of

Martín Menem

, president of the Chamber, and will be emphasis on the more than 300 articles of the law.

Something unprecedented for a minority government and in such a short period of time, they complete the analysis.

Despite the intransigence that Milei wanted to impose, the dialogue blocks were able to establish changes before issuing an office when he limited the delegated powers by lowering them from four years, as the Executive intended, to two years and with the authorization of Congress.

This point is still under discussion and will largely depend on the changes that will be made this Wednesday at the venue.

In principle it will have the certain rejection of Unión por la Patria and the Left Front.

In this chapter, in the final text that will be brought to the venue, the paragraph that established that “the rules issued in the exercise of this delegation will be permanent, except when the nature of the measure determines its transitory nature, was eliminated from article 3. and this is expressly provided for.”

While in what has to do with the administrative reorganization chapter, public companies, universities, and entities such as INTA and CONICET were excluded from the powers of dissolution.

As part of the strategy to obtain legislative support, the Government also agreed to eliminate the powers to modify specific allocations while also erasing the broad delegated power that appeared in Article 13, linked to competition, but they are also modified and limit the powers to extend jurisdiction and terminate contracts.

The ruling party had to agree to the elimination of the article on the transfer of assets from the Sustainability Guarantee Fund (FGS) of the National Social Security Administration (ANSeS), to the National Treasury, which appeared in article 194 of the project and only Debt consolidation was agreed upon.

And the article repealing incompatibility was removed after being a CNV official.

No withholdings, no new retirement formula

With Luis Caputo's announcement withdrawing the tax chapter, the discussion on withholdings

and

the formula for calculating retirees' assets was closed, at least for now.

At the same time he postponed money laundering - something that the provinces demanded that taxes be shared - the moratorium, the advance of Personal Assets and the Profit Law.

Strictly speaking, of the 11 emergencies that were presented in the original project, there were 7 that will be valid until December 31 of this year with the option of a one-year extension: economic, financial, fiscal, security, tariffs, energy and administrative.

But this may

vary in the venue

because the security chapter was questioned by different sectors of the opposition.

It is worth clarifying that prior to Caputo's announcement and after the opinion of the plenary commissions, the Government had already accepted changes.

He agreed to remove YPF from the list of 41 companies eligible to be privatized

.

But, at this point, the discussion is not closed and the opposition does not rule out the possibility that this chapter will fall.

The radicals demand that each privatization be dealt with law by law, while We Make the Federal Coalition asks that they go through the bicameral and then through the chamber.

The government will also suffer the loss of the chapter linked to the political reform that included everything from the elimination of the PASO to the establishment of the single-member constituency system.

There was only one title left linked to the financing of political parties and that will be deregistered when the new text is presented on the floor.

In addition, among the changes, the Decree of Necessity and Urgency

of economic deregulation

was also eliminated
