According to the indictment, a few days after the assistant started her job, Rafaeli sent her a WhatsApp message and introduced himself as the municipality's payroll manager.
In the same message he also complimented her on her appearance.
The next day he again sent her messages in which he asked to meet with him.
In addition, Rafaeli sent her pictures of his legs and asked her to send him pictures.

After about a month, the assistant needed Rafael's professional help and sent him a message.

Later he sent her messages of a sexual nature about her clothes and even shared his intimate photos with her.

The indictment stated that Rafaeli "sent the complainant a picture of his lower body, in which you can see a bulge in the area of his penis. Rafaeli continued to plead with the assistant to meet with him, but she refused.

The indictment states: "In his described actions, the defendant made repeated offers of a sexual nature to the complainant and also made repeated references to her that focus on her sexuality, all while the complainant showed that she was not interested in such offers and references and while taking advantage of bitterness in working relationships."
