The Isen middle school association is taking out a loan of almost five million euros this year.

– The Isen middle school association has approved the 2024 budget and the financial plan until 2027.

The papers are primarily characterized by the renovation and expansion of the middle school.

“We will of course have massive expenses in the next few years with the renovation, and we have to manage that somehow,” said association chairwoman and Isen Mayor Irmgard Hibler, introducing the meeting.

Christine Pettinger, manager of the administration, reported on two lawsuits against craftsmen companies involved in school renovations.

“We averted one of them.

But we don’t yet know how it will turn out because the company still doesn’t work the way we imagine,” explained Pettinger.

“And there are differences with the other company about what we have to pay.” The company has sued the market and the hearing is scheduled for April.

Hibler took it calmly: “With so many trades, something like this will accompany us,” she said, referring to the municipality’s legal protection insurance.

The middle school association's budget for 2024 has a total volume of 3.64 million euros, last year it was 3.43 million.

The administrative budget is around 150,000 euros higher than in the previous year (2024: 884,000 euros), and the asset budget has increased by around 100,000 euros, amounting to 2.76 million euros.

The personnel costs for the middle school are around 121,000 euros.

The largest items within the management costs are gas (42,000 euros), electricity and water (13,000 euros).

41,000 euros are planned for the continuation of youth social work at the middle school.

And for the full-day class, almost 7,000 euros have to be paid to the government of Upper Bavaria as co-financing.

200,000 euros are budgeted for school transport as well as 95,000 euros in income from government subsidies.

Ernst Reisen in Lengdorf has become a little more expensive, while in Fall in St. Wolfgang it has remained pretty much the same, said Sandra Steinkirchner from the tax administration.

“So I hope that the 200,000 euros will be enough.” There are also necessary purchases to be made.

The budget includes, among other things, 30,000 euros for a new server and 64,000 euros for equipping the workrooms.

Borrowing for school renovation and expansion is by far the largest item in the budget.

Steinkirchner presented the financial planning until 2027.

The cost calculation from 2020 for the complete renovation results in total costs of 25.6 million euros.

A total of 30 million euros has been earmarked in the Isen market budget to cushion the financial risk.

There is around 12 million in funding and another 400,000 for the renovation of the gymnasium.

In the middle school association with the member communities of St. Wolfgang, Lengdorf, Buch am Buchrain and Isen, all costs for investments are divided according to the number of students in the respective communities.

The association then reimburses the costs to the Isen market.

In 2022, the middle school association took out loans amounting to 1.15 million euros.

2.5 million euros were planned for 2023.

“We haven’t recorded anything yet,” said Steinkirchner.

“We’ll carry that over into the new year.” Loans amounting to 2.4 million euros are also planned for this year.

In 2025 and 2026, 800,000 euros are budgeted.

The repayments will also increase accordingly in the years 2025 to 2027: Next year, almost 158,000 euros are budgeted, and in 2026 and 2027 almost 198,000 euros each.

190,000 euros are budgeted as interest expenses this year.

These will also increase: in 2025 to 230,000 euros and in 2026 to 280,000 euros.

In 2027 it will be 260,000 euros.

“But that’s a rather conservative calculation,” said Steinkirchner.

She included the interest at 4 percent, but the loans are currently all below 3.5 percent.

As of January 1st, the association's debt was 1.15 million euros.

At the end of this year it is expected to be 5.92 million euros.
