The affair of the district heating network of the metropolis of Lyon is taking a new turn.
Less than a week after the adoption by the Greater Lyon council of a deliberation on this public service delegation (DSP) worth 350 million euros over 25 years, the La métro Positive group, mainly composed of elected representatives Les Républicains, announced in a press release that it had contacted the Lyon public prosecutor under article 40 of the Code of Criminal Procedure as well as the national financial prosecutor's office (PNF).
Slanderous denunciations
Since the start of 2024, the sending before Christmas of an anonymous email accusing Greater Lyon of having favored the company which won the bid to the detriment of its competitor has thrown this project into disarray.
Enough for the opposition to decide to take legal action.
This email revealed on January 11 by BFM Business indicates that the choice of the Coriance company would have been the subject
of “complicity within the services”
.
The letter also targets former Greens senator Jean-Vincent Placé who would have been in contact with elected environmentalists from the metropolis of Lyon, including the president of the community Bruno Bernard.
“ Totally false
” information
, the latter repeated several times.
The community filed a complaint against X last Friday for
“slanderous denunciation”
and became a civil party to identify the author of the email.
“Too many elements raise questions about this file”
However, his explanations did not, it seems, convince the LR elected officials who voted against the DSP in view of the
“number of elements which raise questions about this issue”
.
The latter point to a
“study time that is too short”
, around two weeks, and an
“incomplete report sent to elected officials”
.
“Generally speaking, the executive refused to transmit the competitor's offer so that we could verify the elements presented in the final report
,” declared the La métro Positive group.
Concerning the anonymous email, the latter believe that
"if no concrete element comes to support this email, a political response was essential, particularly given the previous conflict of interest in
the election of the president's uncle Bruno Bernard to the presidency of a social landlord
which resulted in a probative criminal warning pronounced by the courts against the president of the Metropolis
.
It is now up to the courts to resolve this matter.
